I always pictured it like:
Skylanders: super aristocratic, refined and eloquent.
Ocean Dwellers: kind of tribal, pirate-y, and normally speak in
like. Slang. And thick accents. Have like no government at all
they just go about whatever and its like a food web. No one is
safe.
Underdwellers: almost like Skylanders in the way that they're
eloquent but have the qualities of Ocean Dwellers like, they
don't have a set government or the one that they have is
tyrannical, and then just basically every cyberpunk
film/show/literature in history.

Eh, I kinda indulged in the idea of a broken down, yet detailed
city/town/whatever that's just kinda rotting away. I'd consider
it like a trading hub, with outlying shacks on islands and reefs
abound. Maybe there's forested areas like a bayou and really
barren areas, closer to a liquid desert/wasteland/badland. Idk,
just thoughts. After reading the spreadsheet, I realized that
you all had it down as more of a makeshift kind of collection of
constructions.

the icecaps having already melted.

I guess I didn't explain this clearly enough in the spreadsheet.
My bad ^^'.
The oceandwellers actually do have a very loose form of
government; think of it like the states were under the Articles
of Confederation, or maybe northern Europe. Basically, the Toxic
Ocean is divided up into several provinces, some mostly aquatic,
some semi-aquatic, some non-aquatic, and some combinations of
two or all three. Each province basically has it's own form of
government, and there is quite a bit of trade between the
provinces. Most of the military forces for any province are
posted around the borders between provinces, and the rest are
used to try and quell any chaos that happens in their own
province (It happens a lot. Oceandwellers are not law abiding
citizens.). There is one province that is significantly more
powerful than the rest, but they've allowed the others to
co-exist. For now. That might turn into a plot point later on,
haven't decided yet~ The thing is, it'd be kind of hard to
consider it just as a trading hub, since in the years they've
been festering, different species and tribes have arisen and
have thrived and repopulated because they're all horny bastards.
Or something. (And yes, species do tend to stick with one
another, and tribe rivalries do arise quite often, such as the
Crocs and the Serassin. Who absolutely hate each other's guts.
But that's another story for another time.)

Okay, am I the only one who has a distinct feeling this RP is
going to lean more towards R or M, if only for Violence? Plus, I
mean, there's the whole slavery bit going on in the Toxic Ocean
that is decidedly not PG-13 friendly, if you know what I mean.
