Report players command

I feel like the grief police need some help. As we know they are
in charge of finding grief locations and reporting them to mods
and so on who can then choose to repair it and ban the
indavidual responsible. The problem is when a mod isnt on the
gpd need to remember that location and go on about thier
buisness and this sometimes results in the inability to find
that grief again. Just as well we have players who will spam
chat when a mod is not on and just be a issue in general to
other players. The way this could be resolved is by giving grief
police the ability to /report cords command which would record
that position and send mail to the mods/admins who could then
fix this problem when they next get online after reviewing it
through the in game mail system which isnt being used currently
anyways. Once again reducing workload and increasing efficiency.
Second give all players the ability to /report abuse
<playername> command which would allow players to report
spammers. If 5 or more people report the same person they could
recieve a temp ban for 1 hour which would hold off the idiot
spam until the next available mod gets online. not sure if there
are plugins for this but it seems like it could help.

A nice idea, but the format for the command should be more like:
/report [playername] [reason]
All staff online would get a notification about it, and if all
staff are offline they receive a notification, similar to the
/nt command for the shops.

NOTIFICATION TO OFFLINE STAFF, SIMILAR TO THE /NT COMMAND.
