Broadcast for mods

Earlier today there were only moderators on when new people were
coming left and right and i tried to use/broadcast sadly
couldnt. Don't have to change this but i am just suggesting in,
when there is only moderators on broadcast is an easy and
noticeable way to get things said to multiply people at once.

Was implemented asap after Khai's in-game request for it.
Not sure why it wasn't already an accessible perm prior, dumb
essentials. :P

Hopefully we can keep the mobs of people under control and from
