This game is set in an alternate Earth it's the scenario of what
would have happened in the Cuban Missile Crisis had of gone bad
this is the question and answer section you want to know
something and Erwinfoxjj or myself will answer them (if we can)

so, how do we use/gain resources?
Is there a set currency? (and if so, do we have a set starting
amount?)
How do we "occupy" territory outside from what we already have?
On the chart, do we know what amount of people is 1 population
level?
I'm Procrastinating at the starting line atm..

OK I've been trying to get hold of Erwinfoxjj to no avail
So I'll try to answer these myself
Currency: I was thinking scrap metal and gasoline metal being
1/2 - 1/4 the value of gas since it's heavier
Gaining resources: I guess you just assign scavenger teams to
collect more or if you occupy towns then break down what you
already have
1 population I would say 100 people is a decent amount so at
each number it increases by 100. So 1 population = 100, 2
population = 200 you get the idea
To occupy new territory simply take a small cut out of the map
(with enough of the surrounding area so we know where it is) and
post it saying you want it, the amount of people playing is
small enough that I can personally do a write up about it, most
will be smooth and easy but sometimes you will need to fight to
take it then you make the decision to fight on and take it or
retreat and leave it alone.
Weapons and material: The higher the levels are the more you
have and the more advanced (obvious I know) with weapons if you
have weapons at level 1 then you don't even have enough weapons
to arm everyone let alone have enough weapons for spares and
repairs, however at level 10 you are sitting on an arsenal
enough weapons to arm everyone a couple times over and more than
enough for spares and repairs.
You can have a tank if it's feasible to have one but they'll be
in serious disrepair so you'll need the scrap metal to repair it
and the gas to fuel it, so it's up to you in order to repair
them I'd say gas should be at level 5 and Materials at level 5
too but that's just my guidelines. Personally I'd break it down
for parts and have fun creating a whole new wasteland vehicle.
Materials are basically scrap metal, cloth etc.
if this is acceptable to everyone let me know but I am not
beyond changing the game if everyone hates my current idea.

The way I set up the cards is this:
Gain resources through roleplaying and explaining what your
populace is doing. If they are all focused on scavanging metal
and weapons and you leave no one getting good a game master may
dock a point of food resource from your faction, on the flipside
you might discover a hidden cache of gas/petrol that has
remained safe and intact.
Occupy territories through roleplay, announce which hex your
claiming, send people there. They may encounter a feral dog nest
or random bandits set up in a hidden camp. Or there is simply
waste and the party deems its inhabitable.
Population is basically 1 point equals 100 people, just as Half
Blood said.
Technology is locked at early 1960's tech level.
