       Empire Background: Like humans the Vertur's are part of the
       "young races" meaning late to discover space technology, but
       upon discovering it they slowed down their progress in that area
       so many human civilizations have surpassed them.
       In recent years the natural resources on Korasen are running
       dangerously low so the Verthur's are looking to expand into a
       nearby system by force if necessary
