       History: By late 2013 it was determined that climate change from
       the solar maximum was causing extensive and rapid melting of the
       ice caps. The US Government initiated construction of
       Seasteadings for each of the DHS regions. Meanwhile the US
       military increased production of USNS ships and mobile offshore
       bases. By 2015 the water had already overlapped the lower coasts
       displacing millions of US citizens to FEMA camps.
       This led to outbreaks of looting and rioting as well as work
       stoppages. President Obama ordered martial law and federal
       troops were sent in to quell the rioting and ensure work
       continued on the remaining steadings. By the end of the year
       tensions boiled over into a civil war. During 2016 the low lying
       middle of the country flooded separating east from west. Many
       refugees made it onto the steadings built for Regions 5,  6, and
       7, however do to the ongoing resistance fighting the facilities
       were nearly completely destroyed before the military was able to
       establish a peace by removing the current government and
       allowing the states to elect a new government founded on the
       Constitution. The new government moved west with its capitol in
       Denver, Colorado.
       Regions 8,9 and 10 remained above sea level while gaining some
       new inland lakes and seas and has become the breadbasket of the
       US. Regions 1-7 were mostly submerged with just an archipelago
       formed by the highest of the Appalachian mountains. It is
       estimated that 170 million Americans were killed due to the war,
       starvation, rapid inundation and disease.
       By 2017 the Region IV steadings had annexed the remaining Region
       6 steadings. Region IV is the most self efficient and productive
       steading as well as the most independent with most of its
       residents coming from the Gulf Coast and Southern states.

       [center]Joint Mobile Offshore Base[/center]
       DoD planning origins of the JMOB started in 1990. DoD estimates
       that a 5-module JMOB would have room for 3, 500 vehicles, 5,000
       cargo containers and 150 aircraft. Of the 5 million sq. ft. of
       space, 3.5 million sq. ft., roughly 80 acres, would be climate
       controlled. It would be so large that the military could
       pre-position 300,000 tons of equipment, 75 million gal. of fuel
       and 50 million gal. of potable water. The ONR estimates a JMOB
       could house an Army heavy brigade of about 3, 000 troops.
       The multiple functions and extreme size of a JMOB would make it
       unique among floating structures. In addition to being massive,
       the JMOB would have to be stable enough to allow fixed wing
       aircraft such as the C-17 to operate in Sea State 6 conditions.
       Sea State numbers run from 0 (dead calm) to 12 (hurricane
       conditions). Sea State 6 is characterized by 22- to 27-knot
       winds, and white, foam-crested, 10-ft. waves with sea spray.
       The big challenge will be connecting them. And, once assembled
       there will be the problem of long-term, station-keeping during
       hurricanes and other severe weather conditions. Because U.S.
       forces train to fight in all weather, JMOBs must be capable of
       transferring personnel and materiel to shore-going vessels in
       conditions up to and including Sea State 3. Finally, each unit
       must be built to take the punishing conditions of ocean life for
       40 years.
       Construction of the first JMOB was started in Pascagoula,
       Mississippi, two others were started on the east and west coast
       respectively in 2005. By 2010 three complete JMOBS were
       finished. In 2013 the President ordered the building of four
       smaller MOBs to hold military forces in the Regional areas of
       the US expected to flood. The civil war resulted in severe
       damage to Region VII’s MOB. Region IV annexed Region VI’s MOB
       along with its sea steadings after the war.
