       NATION: Talamh Bailé [On Hiatus]

       Government Type: Authoritarian (  -1R/+1O ) - a political system
       controlled by unelected rulers who usually permit some degree of
       individual freedom.
       Economic Type: Social Market Capitalism ( +1R/-1O ) – Free
       market system with government intervention. State provides
       significant social security, unemployment benefits and
       recognition of labor rights through national collective
       bargaining laws
       Currency: Airgead
       Background: Talamh Bailé is a Nation built on the principle
       "Peace through Power". Fifteen years ago they were at War with
       their Neighbor Ain Sallah, the War only lasted for a few weeks
       but in that time Ain Sallah's Navy was reduced to less than 200
       ships from over 400, they have been rebuilding ever since.
       Talamh Bailé is built of one of the richest Coal deposits in the
       world, no matter how deep they dig they find more coal, because
       of this the whole Nation has not made the transition to
       desalinization, since coal is so cheap.
       Talamh Bailé's biggest industries are Mining, Steel works and
       Ship Building, they take contracts from all over the world
       giving them the choice of Steam or Diesel powered Engines
       Talamh Bailé's leaders have always spoken like they are reading
       from a predetermined script, but all those that bring up such
       subjects are quickly brushed off as "having to much to drink" or
       "trying to make boring old politicians seem interesting"
       Leaders Name: Tolfdir Skaal
       Leader Traits: Warrior: A fighter and general known well to his
       people, the warrior is noted for his prowess in arms. His
       soldiers are significantly better in battle than those of any
       other nation. +1 Offensive Power
       Tolfdir Skaal Background: Tolfdir Skaal was a troubled youth;
       dropped out of school, got into a lot of trouble with the law
       until finally when he was 17 the judge gave him a choice 3 years
       in the Military, or 7 years in prison. He chose the military
       service, a week later he was sent off for basic training. The
       shock to his system was almost unreal.
       After leaving Basic he was assigned to 12th Battalion. The years
       passed slowly at first but soon his 3 years were up, Tolfdir was
       offered a contract to stay in for another 10 years, without a
       second thought he signed on the dotted line, 3 years later a
       huge strike turned into open rebellion, 4th Platoon of the 12th
       Battalion was sent in to quench the rebellion.
       Tolfdir had orders to kill anyone that did not surrender
       instantly and he did so with great remorse, 2 years later
       Tolfdir was requested to attend a meeting. He walked into a room
       with solid steel sound proof doors, the room had no windows and
       a bright light was shining in his face he could make out the
       outlines of 12 people.
       They offered him the position of "Speaker" they told him that
       they were the ruling counsel 12 members that kept their
       identities secret from the world thus they were above
       corruption, to the outside it would appear that Tolfdir was in
       charge of the country and only a handful of people would know
       the truth.
       Tolfdir accepted and the very next day the military told him his
       contract was up Tolfdir argued saying he signed up for 10 years
       and it had only been 5, but when the Officer showed him his
       contract it was his signature to be sure but where it once said
       10 it now said 5
       Tolfdir also received a letter when he opened it it was a typed
       out letter saying what to do next and where to go, it was 5
       whole pages of instructions and signed "Anonymous"

       Week 2 Event: Breakthrough
       In a secret biological laboratory, your scientists have been
       studying Grenetarian Equine Encephalitis (GEE) trying to create
       a vaccine for the disease that has plagued equine populations
       across the entire hemisphere.  This is just one of many facets
       to your program to improve your technology and make life better
       for your people.
       
       In so doing, your scientists discovered a serum which would
       kill over 99% of the Enzootic pathogens, unfortunately leaving
       behind a concentration of a highly infectious Epizootic subtype,
       which your scientists were (up until that point) unaware of.
       The "cured" donkey used in the test was bitten by a mosquito and
       passed the dangerous disease to half a dozen animal handlers
       before the GEE subtype was discovered.  After quarantine, three
       of the infected died and the other half were incapacitated for
       days with extreme flu-like symptoms, including dangerously high
       fevers and cough.
       An outbreak was prevented, but only by a fluke discovery of
       the disease before the handlers returned to their homes.
       Ultimately, the event has presented a most unusual (if not
       ethical) conundrum.  The new subtype of the disease has a huge
       potential for weaponization, but developing a vaccine that would
       allow you to immunize your population against it seems unlikely
       at your current technological level - making it a risky
       proposition in such a role.
       If you do decide to weaponize the disease, it is possible that
       course could lead to a way to prevent your own soldiers from
       being infected, or that an ally with greater technological
       resources could provide a vaccine - but that is not a certainty.
       
       You could destroy the research and the vaccine, in the hopes
       that no one stumbles over what could certainly lead to another
       nation weaponizing the disease.
       You could risk releasing your vaccine to the general public
       with no disclosure, which would certainly save a lot of equine
       lives, but risk someone discovering (by accident or not) the
       same dangerous subtype of the pathogen.
       Or you could offer full disclosure to the world hoping they
       can assist in taking your vaccine to the next level and curing
       the planet of a disease which accounts for 20% of all equine
       deaths, and over 80% of those taking place in your hemisphere of
       the world.
       Or perhaps there is a yet to be discovered plan of action.
       Regardless, a decision needs to be made and steps need to be
       taken.

       While Tolfdir made his announcement to the world all the notes
       concerning the GEE subtypes were gathered up and moved to
       another Biological Laboratory at a Top Secret Location to be
       weaponized, the selected Scientists were very careful to only
       take notes that referred to the GEE subtypes and not the
       vaccine.

       The 2 Candidates issue the same orders (word for word) the Army
       was called in and although heavy handed they got the riot under
       control in a matter of hours.
       With 15,000 in hospital and 95 dead, the riot ringleaders were
       rounded up and could face the death penalty but that will be
       determined by a jury of their peers
       Repairs will be begin immediately and are estimated to cost
       close to a Billion Airgeads
