Event
Clouded Judgement
HTML http://weedsmokersguide.com/pictures/Master-Kush-Bud.jpg
Now that the onset of heavy marijuana has come to the
government's attention rather than destroying the samples they
secretly harbor the drug to their secret compounds across the
nation. The leader King Sunan Kamon IV, the Prime Minister, and
the Assistant Minister have all gone to the compound to smoke
not knowing that the weed has a secret effect which clouds their
judgement for the next month. They will be unable to make any
decisions pertaining to the nation as any decision could
potentially put the nation at risk in ways unknown and never
before seen. At this time any backup leaders with radical
agendas will be allowed to run rampant and push ridiculous laws.

A media blackout on the subject of heavy marijuana is initiated
at once. Minister of the Senate Yong Wu will ensure government
continuity until the effects have passed. Customs agents are
instructed to inspect all incoming shipments of marijuana to
ensure its purity. Meanwhile a health recall on all
"contaminated" lots has been ordered. Information concerning the
"Heavy" marijuana is passed through back door channels to
Freedonia.

Chemical analysis of the tainted shipment reveal the presence of
Sodium Fluoroacetate - a chemical compound used to control
rodent infestations - and capable of producing hallucinations in
those exposed to it. An immediate dispatch is sent on private
channels to warn Que Huong of the situation and to assist them
in decontaminating those effected by exposure.
Since Freedonia does not use chemical pesticides for rodent
control (Freedonian farms plant cayenne and cloves to deter
their presence), there was an immediate suspicion of outside
contamination.
The port authority launch a quiet inquiry into those who handled
the prior harvest and discovered that two dockworker's corpses
were found at the same dock that loaded the shipment, and were
dead for at least during the last time they were shown to have
signed off on outgoing loads.
Freedonia has subsequently increased security measures on
personnel and suggest that Que Huong assist them in tracking the
source of the dangerous contaminant.
Elbert Ainsteen, lead chemist for the department of
agriculture suggest looking at nations who have recently
stockpiled rodent repellent chemicals.

Week 3:
A freighter ship travelling back to the RQH from Shiraz was
attacked in the early morning hours yesterday my an unknown
enemy. The report says the ship could not identify the enemy
vessels flag but the force comprised primarily of fast attack
vessels with machine guns and possibly recoilless rifles. The
attack occurred three miles out from the Surybayan territorial
waters leaving critics to claim it was a deliberate act of war,
while many other level headed people suspect piracy coming out
of Surybaya. Whether or not it is state sponsored is up for
question. Currently the freighter is being held at an unknown
location but analysis say it is either immobile in its last
location or being held at a secret port in Surybaya. If it is
pirates a ransom letter is suspected in a few hours.

Task Force 4.3 Sailing off the coast of Criteria on routine
duties.
Bridge of the HHMS Cá Bạc
Captain Wen Chuang stood on the bridge wing searching the ocean
through the high powered observation glasses when he heard a
radio dispatch coming through. "Mayday, Mayday, this is the SS
Tu Ping coordinates xxxx-xxxx requesting medical assistance,
over." The message was repeated twice before the Captain picked
up the microphone, "SS Tu Ping this is the HHMS Cá Bạc,
state the nature of your emergency, over. HHMS Cá Bạc this
is the SS Tu Ping we have several passengers on board with
stomach and respiratory illnesses. Several are in a critical
state, please assist us, over. SS Tu Ping maintain your current
position we will intercept and provide assistance, over. Roger,
out."
The Captain looked over at his XO pass the word to the rest of
the ships to form a defensive cordon as we approach the coast of
Criteria, we will be within 10 miles of their territorial
waters. I want a tight air defense and antisubmarine defense
perimeter. Ensure we are at general quarters prior to nearing
our destination. Have the medical department stand to in
biodefense suits along with a Marine escort.
Task Force 4.3 changed direction to intercept the Tu Ping while
increasing speed to 25 knots. Thirty minutes later klaxons
sounded general quarters and sailors donned their protective
ensembles as they moved to their combat stations.
From the HHMS Cá Bạc a ships launch departed with 1 doctor
and 4 medical corpsmen escorted by 10 Marines. It pulled
alongside the Tu Ping which was riding at anchor. The Launch
pulled alongside the gangway and tied off while the passengers
moved from the swaying boat to the ship.
Dr. Chu and his corpsmen were met by a steward who took them
down to the ships hold which had been converted into "living
spaces" in violation of the Laws of the Sea. The floor was awash
with seawater and human waste. People were laying on cots in
their own wastes surrounded by flies. Dr. Chu shook his head, he
could only imagine what it smelled like in here.
He looked to his corpsmen, "allright triage these people, be
careful of your suits." He looked at the Marine SSgt, "One
marine with each corpsmen", the rest of you with me. Dr. Chu
shook his head causing a drop of sweat to fling off his nose. He
led the men topside then to the bridge. When he arrived he asked
for the ships captain, a merchant marine officer stepped
forward, "The Captain has died, I am the executive officer, how
may I help? Dr. Chu responded, First, I need access to your
radio, second your signalman needs to run up the Quebec flag (a
yellow square flag identifying a ship as possibly contagious),
third get your available hands down to the holds to bring up the
living on deck, then I recommend you thoroughly clean your
hold."
Dr. Chu picked up the radio microphone, "HHMS Cá Bạc this
Dr. Chu onboard the Tu Ping, I'm declaring a contagious
emergency. Please contact the Admiralty and request the hospital
ship from Task Force Six join us here. I also recommend
checking other ships in the area. The ships logs show the Tu
Ping just recently left Criteria. If we can at least stop
outbound traffic and ensure no other outbreaks are ongoing that
would be a start, over." The speakers squeaked back, "Roger,
will you need further assistance, out." Dr. Chu lifted the
microphone to the speaker on his suit, "Send over the 635 and
636 AMAL (authorized medical allowance) blocks, no further
personnel, over." "Roger, out"
On deck the seaman brought the nearly dead people up from the
hold and laid them out according to the colored cards now on
their wrists. Dr. Chu joined the corpsmen on deck, giving them
some quick orders for initial medical treatment. He started
examining patients as quickly as he could while jotting down
notes on an all plastic notepad. The symptoms of cholera were
evident in many of the patients but several had too many
symptoms for an easy diagnosis. He would need laboratory
equipment and quick.

In the port of Dua Lou the last of eight sleek dark navy blue
patrol vessels are loaded aboard the the older APA HHMS Rei Do.
As the Ri Do leaves the Harbor it is joined by the small escort
carrier HHMS Chin Wou and two DDG's. The ships turned north and
started sailing up the coast line towards the Straits of Ada.

Twenty Four hours after the Tu Ping was intercepted.
40 miles from the coast of Criteria.
Dr Chu woke up from his nap, his crew had been in their suits
since the day before only changing out air bottles. Fortunately
this morning the entire 6th Task Force had arrived including
their hospital ship. Few had survived aboard the Tu Ping even
its crew had passed on. However, they passed peacefully under
medication. His corpsman had already started transferring off
the 200 survivors. Meanwhile, overnight they had been joined by
six more ships riding at anchor and flying the Quebec flag.
It was noon time when Dr Chu finally got to clear
decontamination and remove his suit and get cleaned up. Now
dressed in his scrubs he joined the medical team in the briefing
room aboard the hospital ship. The air reeked of disinfectants
as he took a seat and an offered cup of Navy coffee, that looked
more like mud and tasted like it could peel paint from the
walls. The Senior Doctor took the podium, "We have contacted the
League of Nations and their health organization has put a world
alert for ships outbound from criteria, furthermore the LoN's
has condemned the response from Criteria in concern of its
populace and their health. Now, onto the disease problem we are
dealing with. Most are caused by common vectors such as
mosquitos, poor sanitation and lack of clean water and the
closeness of people packed into refugee camps. Specifically we
are dealing with Cholera, Giardia, E Coli and Amoebiasis from
contaminated water, Salmonella and E Coli from poor food
preparation, Yellow Fever, Malaria and Grenatarian Equine
Encephalitis (GEE) from mosquitos, and worst of all Hemorrhagic
Fever (CHF) suspected to be from rodents. The CHF cases are the
least likely to survive and are in the highest isolation, second
worst are the GEE patients also in the highest isolation. With
the rest of the patients in isolation we should see a pretty
high recovery rate, with symptomatic treatment, antibiotics and
amebicides. Damage control teams are doing full stem to stern
decontamination of the merchant ships. The LoN along with
Doctors around the World has sent 2 Billion in medical aid to
Criteria to stop the spread of the disease.
