Question, is it at all possible for a country to have nuclear
weapons at the onset of the game?
Is your industry 4+ and Tech 3+ if so you can have nukes, if
you choose. How many? Industry x4 total warheads, others have to
be purchased.
NOTE: A Mt warhead will not sit on top of a '50s or '60s ICBM,
only Kt warheads. Mt warheads during this time are dropped by
bombers. Mt warheads can be used as part of an ABM system, see
above.
