If the enemy train base is overdefended with many troops then it
is more economic to work with Kats and ammo trains. Once an ammo
train gets empty you destroy it and build a new one to support
Kats. You never reload ammo trains because it is too expensive
and slow compared to buying a new train.
It can happen that enemies overdefend a base and then you must
use Kats mainly and reload them with trains. If your production
map makes such trains for free then just pay for fuel to send
those trains to the action maps and keep Kats loaded and
working.
But, in general you don't have so overdefended enemy bases and
you see rarely such trains.

Ammo train like also other trains can be stacked on each other
compactly in front of train bases and that means ammo trains
don't take space compared to ammo tanks.
If a train base needs more defence then ammo train plus Kats are
a fine choice. Because Kats alone run out of ammo quickly after
enemy sends a few sets of Bredas.
But generally Kats are a bad defence vehicle anyway. Enemies use
just 1 set of bredas against them or 2 if ammo train is there.
Better to have 1 additional Awagen train as 1 group than 1 ammo
train plus Kats as 2 groups.
Also m1931 with an ammo train is irrational because smarter is
to build 1 more B12 train.
In very general ammo trains are always irrational.
