       1.
       A map has in the upper info bar "8/4 Bases" which means it has 8
       bases (or bases+apcs) in total in that moment on that map but
       only 4 in total is allowed.
       A warning message "Warning: not enough base commands" is
       displayed on that map.
       That can happen if you had 1-2 bases recently destroyed which
       had Level 3 Command Base buildings in them that allowed more
       bases o nthis map.

       2. If you try use HighWays and send troops to such map then it
       fails and the message "Not enough base commands on
       mapDestination" is displayed.
