Maybe you're right, not to sure what rule applies.

Has he used his one permitted switch then? The IFA saying
they're not closing the door on him but is that not it?
[/quote]Afaik he hasn't technically "switched", since he hasn't
represented NI at a level which counts towards eligibility
(U-18's football is not part of FIFA's official competition
       set-up).
Though had we picked him previously for our U-17's or U-19''s,
then his latest move to the ROI's U-19's would have settled it.
So in theory at least, he could still use his one permitted
switch to represent NI at a later date, unlikely though that is.

I'm not sure a "defection" to his home nation is all that
unlikely, although I would find it unwelcome. As it stands he is
a stand-out Irish League player with potential. That potential
has yet to be fulfilled. It may or may not for various reasons.
He wouldn't be the first to approach tbe IFA if his first choice
       didn't work out.

Players in the past, such as Niall McGinn have recognised the
potential in using NI to further their career. He is a well
known ROI fan but he saw a better pathway. Despite his stance,
I’d argue Niall McGinn will go down as a cult hero and he etched
his name in history in France
If I was a betting man I’d hazard a guess that young Moore may
get as far as U21s and realise his pathway is blocked with
better young players or more Granny rulers.

They have launched a massive recruitment drive this last 1.5-2
years, they have people all over the world trying to find
eligible players, even in non traditional places like South
America and they couldn't care less about the individuals
involved, its all a numbers game, their 20 man under 19 squad
was picked from a pool of over 200 players who were deemed of a
good enough standard to be evaluated.
Their youth teams in the 1.5-2 years has contained players born
in Spain, Germany, France, USA and Australia that had an Irish
parent or grandparent, thats the sort of competition any NI born
player is going to face down there.

I have been saying for years that the FAI can only put a maximum
of 11 players on a pitch at once, no mattsr what they promise
       someone.

Michael ONeill's biggest annoyance and quite rightly is the
pressure put on young players to switch at such young ages when
they actually haven't done anything in the game bar perform well
for their clubs, he (Sean Moore) is going to have to perform at
a consistently good level now for a very long time given the
competition for places in the Republic and not to mention a move
to a club in England were I'm sure competition to play would
increase ten fold. He's made his bed, good luck to the guy,
       he'll need it.

It would be great if they could actually put 11 (Republic of)
Irish players on a pitch at any one time...

How often do we play a team of 11 players born in Northern
       Ireland?

I don't think we have ever since I have supported us. Neither
though do I think we have fielded any players that had no
connection to us whatsoever (except for Maik Taylor who
obviously had a passport with "Northern Ireland" written on it).
I didn't mention being born in the Republic either. I have no
problem with eg English born players who genuinely qualify for
the Republic representing them - in fact I'm all for it; my kids
are half Northern Irish, half English and are English born and
raised but very proud of their NI roots. A kid of (Republic of)
Irish heritage with an analogous background should undoubtedly
be proud to represent the FAI team if selected. The likes of
Alex Bruce though, who as far as I understand it qualified for
the Republic because his granny was born in Bangor... That is a
complete and utter piss take whether it is allowed under the
rules or not. The same with Northern Irish players who have no
connection to the south apart from a romantic one.
