       The First White Phantom

       Who is he? Heck do I know. People said he just stares at you for
       some minutes, Looking at you, scanning you with his eyes,
       thinking of what he could possibly do, After that? He just walks
       away with his awfully big suitcase. No one knows what his real
       name is, Or what he is doing here. One time, A rebel base in the
       off shores of Shell Beach, A well hidden one, Got caught by the
       Combine Soldiers and destroyed to bits of whatever the hell it
       once were. No one even knows where that is, Or how it was
       located, It was well hidden that everyone that lived there never
       go out! Now they suffer the same consequences as the Shrapnel
       HQ, The old Skirmisher Base that exploded days later.
       All that people know about him is that he would look at you.
       Staring at you from places unreachable by normal citizens.
       Perhaps brushing his black t-shirt off, Or just pinning his eye
       on your eye. Like he can see through your soul. Slowly looking
       at you then walking off. No one knows where he goes. But who
       knows? Maybe he's working for the Combine and we don't know it?
       Maybe he's a scout, Or a robot? No one knows exactly, But even
       if they do, They would just brush it off and continue their
       normal lives.

       Attire: White T-Shirt padded with an upper Black T-Shirt with a
       Citizen tag, Displaying empty numbers. Grey Jeans.
       Additional Information:
       He always carries his briefcase. No one knows who he is, Or what
       he does. Only observing. He can reach unreachable spaces,
       Probably through using environmental materials. But he is
       capable of using other things. He can talk too, In an old
       american accent. He can be seen without his briefcase too. But
       most of the time, He always has it.
