       [glow=cyan,2,300]Are you comfortable with the guide we currently
       have?:[/glow] No, I'd like it to be expanded upon, explaining
       everything that a CP unit might encounter, covering various
       alerts, and locations. I'd also like to incorporate Biggerboat's
       Radio-Index (that we are currently using already), his
       Transgressions and the transgression codes, aswell as his
       loyalist system.
       I've been informed that since I've made a response to our lack
       of a guide, that a new guide is being worked on, aswell as
       another handbook that recently came onto the forums. This is a
       good start towards the right direction, however all guides that
       we are using need to be combined and effective ingame for us to
       start improving
       [glow=cyan,2,300]Have you any experience with dispatch
       characters prior to this?:[/glow] No, but similar to my OTA
       application, I do have experience roleplaying as AI characters.
       I recognize that Overwatch is an AI, and lacks any sort of
       emotion whatsoever, being similar to a flowchart program.
       City scanners aren't even AI, being flying cameras. Although, in
       the scenario a Claw scanner is required for hostile environments
       or mine-laying, they do have some form of self-preservation,
       being partially organic aliens, or a synth. Unlike the entirely
       robotic City scanners, which will kamikaze into threats when
       they're nearly destroyed.
       I will also, unlike some other Scanner characters, only use the
       snapshot sound when a picture is taken, not constantly spammed
       to annoy citizens.
       [glow=cyan,2,300]Why do you want to have this position?:[/glow]
       The Overwatch voice, Dispatch, or simply Overwatch, is an AI
       Command and Control system based within citadels and sometimes
       other locations used by the Universal Union to manage their
       forces, along with the newly annexed citizens of Earth. It
       accomplishes this through directing Combine units with their
       distinctive medical newspeak. Threats to the Union are referred
       to as infections, things such as turrets and OTA Soldiers are
       referred to as Sterilizers and Stabilization teams, respectively
       with terms like 'Inject' 'Administer' and the ever-famous
       'Amputate'
       There are less and less responsible Scanners or dispatch
       instances, if at all. Many people treat scanners as a joke, when
       they should be feared as a device used to keep constant
       surveillance of every action and emotion citizens display, much
       like the telescreens in 1984, of which many aspects of combine
       life and the atmosphere in the cities were inspired by.
       Scanners, alongside City Administrators and Civil Protection,
       are crucial to keep the Orwellian atmosphere of City 17.
       Citizens should not feel safe in open areas, with the watchful
       eyes of the oppressive Overwatch system present in the city.
       As the Overwatch voice and it's instances are also crucial to
       maintaining the Combine's own alien atmosphere within it's
       forces, having an active, passionate community member behind one
       such instance would do good for giving the MPF that sense of
       unease, that they are working for something that isn't human,
       and prevent them from becoming too casual with eachother.
       [glow=cyan,2,300]Are you capable of organizing and managing
       units, patrols, sweeps and issuing SC appropriately?:
       [/glow]Following our current guides and directives issued by MPF
       Command ingame, I will manage units, patrols, and sweeps to the
       best of my ability.
       It is important for a Dispatch instance to be fully aware of
       every element of the CP and OTA factions, this is especially
       critical when new characters need to be taught how things work,
       and I will not only be a commander, but a teacher aswell.
       [glow=cyan,2,300]RP EXAMPLES[/glow]
       [glow=cyan,2,300]You are patrolling Control Section Two when you
       notice three functionaries casually standing in front of the
       nexus. What do you do?[/glow]
       I'd order them to form a protection team and patrol District
       one, the union-controlled part of the city.
       All CP units should be in a protection team of atleast two
       officers, and I'll keep this in mind if I must form protection
       teams.
       [glow=cyan,2,300]As you float about the city, you hear strange
       noises coming from Restricted Block Four. You can't quite see
       from outside, but you might get a better look if you go inside.
       What do you do?:[/glow]
       This is reliant on the amount of MPF units that are currently
       on. If my actions might result in a sweep, I want to ensure that
       we have enough CPs for such an action, a decent amount of
       officers in total (Or OTA in reserve)  with some form of command
       besides myself to confirm and validate the sweep.
       As City scanners are expendable, being mechanical units produced
       in the hundreds, as well as having the ability of flight,
       investigating any unusual noises are expected to happen ICly,
       but I also take into consideration the OOC consequences
       If the requirements are met, I get the scanner to investigate
       District two, but without going too far into interior areas,
       including the sewer as a zone that isn't investigated.
       If the requirements are not met, the scanner will only scan the
       immediate perimeter of the border between District one and
       District two.
       [glow=cyan,2,300]After a gunfight, a unit is badly wounded and
       requires a great amount of medical aid to live. What do you tell
       the units to do?:[/glow]
       Order a Helix unit to recover the wounded officer, and ripcord
       to the nexus/HPR. The remaining Protection team members will
       stabilize the area.
       Once secure inside the nexus, the Helix officers can determine
       if the injured unit will survive or not.
       [glow=cyan,2,300]While proceeding with normal duties, you hear
       this on the radio from a unit. "I got a citizen here who keeps
       punching other people and won't stop swearing. What do I do?"
       Your response?:[/glow]
       Dispatch: "Acknowledged, (UNITNAME). Pacify suspect and detain
       for verdict delivery. Investigate possible 10-103M status."
       [glow=cyan,2,300]A Protection team is near a Residential block.
       The lead unit calls into the radio and says "Disp, PT-1
       requesting permission to inject and document 10-91d presence."
       The PT has three units. What do you do?:[/glow]
       This would depend on the size of the block, how many citizens
       live there, and how many CP Officers are currently active.
       As the Protection team's intent is simply to see how many
       citizens are living there and check their sociostatus, instead
       of an inspection or otherwise, unless there was an active
       emergency or other threat to sociostability, I would allow them
       to enter the block.
       I'd like to re-state my intentions of helping the community grow
       by insuring our Combine factions are made up of competent
       roleplayers who are professional, respected members of the
       community. I will work closely with EJ, staff, the players
       involved with UU factions, and players with citizen characters
       to insure that our Combine gives the best Half-Life 2 RP
       experience possible.
