S3 10" brakes - still not hard pedal!

Trying to get my S3 on the road and I have had trouble with the
brakes. Hoping someone has got some suggestions?
I did remove the 4 way junction pwda valve and re-plump as
single circuit which I prefer. No servo fitted and standard 10"
SLS setup.
I followed what I've done in the past on other motors.
Fitted new master cylinder (used the integral reservoir one with
extension - don't like the S3 reservoir with just a jubilee clip
for the outlet two new front Delphi Lockheed). Fitted a length
of brake pipe into the outlet with a female connector - bleed
nipple in end. Checked master is not passing with a nice hard
pedal. Worth doing I've found as even a Girling cylinder seal
may pass.
Connected a female connector (with bleed nipple) to each front
brake flexi hose and also rear (in the past with a PO a brake
pipe broke and a connector and short length used to repair)
which provided a useful place to put a bleed nipple in. Bled
brakes and got hard pedal. I do this to check that the joints
and 3 way union are all a tight seal. Perhaps a bit OTT but
worth it.
Fitted two new Delphi Lockheed slave cylinders at the front -
old ones were aluminium and presubably Britpart and had to be
removed to replace the hub oil seals. Leaving the rear connector
with bleed nipple in place plumbed in the front slaves. After
bleeding... about an inch pedal travel and not completely hard
[1]. Checked for leaks and slave cylinder rubber and joints -
none. One can get a slight weep if a joint hasn't sealed but all
seems fine. Checked with torch and loo paper wipe. Yet pedal not
rock hard as I would expect. Are Delphi cylinders poor?
Removed rear bleed pipe and connect up. Bled all round again and
pedal soft. Maybe rear slave cylinders are Britpart as they
appear to be aluminium. No leaks and rear circuit not opened up
- so should work ok. So it would seem that the rear slave
cylinders are u/s and yet not leaking. But the front does not
seem to be what it should be.
In summary
[1] Is the pedal movement about an inch right and are Delphi
Lockheed ok?
[2] if the rear cylinders are not leaking how on earth can I
have a soft pedal?
thanks for any suggestions. I haven't done a landrover before so
I am wondering what I've overlooked but can't think of anything.

Forgot to mention that I put the cam adjusters on hard to reduce
any movement to a minimum.

Have you fitted new linings all round? When I had drums all
round I used to find that it could take some time for these to
bed in and give a hard pedal - before that it was quite springy!
I also found that fitting new drums was a benefit as old, worn
drums took even longer for new linings to bed in!

I did fit new shoes all round - allmakes on the rear and
britpart (as I had them in an overhaul set). It would seem that
they are poor despite checking that they were true in the drum
before fitting. I also found a slight weep on one of the unions
which was due to a fitting being too tight. Also fitted new
slave cylinders Delphi Lockheed as they are steel rather than
the aluminium ones. In the overhaul set was Britpart slave
cylinders, I fitted one and fluid just poured out the side.
