Is the stabiliser kicking out 10V.
Have you tried putting a good earth to the back of the clock.

Make sure stabiliser is bolted to back of speedo as it needs the
earth as previous post unless its a modern electronic version.
Output should be 10v but digital meter will struggle to read it
as it switches on and off to achieve a mean voltage of 10V.

i have an output of bout 10.5 volts on the stabiliser, where
should the earth on this go, i have earthed the speedo body
elsewhere

I would run a temporary earth direct from the battery - negative
to the case of the gauge unit, see if it fixes the problem.
Then try it on the stabiliser body see if this helps.
If the earth is the problem you could trace the earths and find
the problem, it could be in a number of places so worth checking
the important ones like battery terminal/strap, engine earth
strap. Probably worth running an permanent earth from the clocks
back to the battery to avoid future issues.
This is assuming you are on the modern standard of Negative
earth, Ie neg wire to the chassis.
There is such a thing as positive earth.

had the same problem.
put a meter on the original stabiliser, same voltage in and out,
put a cheap relacement stabiliser on, got under 10v out, problem
solved.
it cant really be anything else.
