Mainshaft re-assembly advice please

Not wishing to detract from Sams thread thought I would put a
couple of pics here as I am after a bit of help regarding
getting the correct clearance between 2nd and 3rd gears and the
2 piece brass distance piece, (which is new and did not come out
of a blue box).
From the green bible it says slide on the 2nd gear and distance
piece, press down on the brass bush and the endfloat should be
between 4 and 7 thou.
I have just about got 4 thou, but would say 3 comfortably, so
how do I go about increasing the clearance

Then it says slide on 3rd gear and the other part of the bush
and again check the clearance.
Here I have not got any clearance and cannot even get a 2 thou
feeler gauge in. The end of 3rd gear abuts right onto the end of
the distance piece.If I use wet and dry paper to reduce the
thickness of the distance piece won't 3rd gear just move down
further and still fit right onto the distance piece?

Am I doing something wrong?

I had this problem with the 2A gearbox out of black sheep, I
ended up at the surface grinder at work, taking a touch off the
steel thrusts. Also the bronze sleeve didn't slide all the way
on the shaft to begin with, because the locating dowel groove
wasn't cut deep enough in the bush. A bit of die grinder work on
the bronze bush sorted it.

For the third gear you have to fit the top shim ring and locking
spring ring then invert the shaft to check the clearance.
