I've never met anyone, with significant experience of the stuff,
who would recommend any of the Hammerite products as anything
other than mediocre. Most would advise to avoid.
What Hammerite did have was an exceptionally effective
advertising and marketing campaign, which lead everyone to
really believe that it was the last word in rust prevention -
just paint straight onto the rusty surface and Bob's your
proverbial.
The hard shell that Hammerite forms is its undoing - I don't
know whether it is porous, but I do know that it sits on the
surface of a metal like an eggshell, while all the damage is
occurring out-of-sight.
I suspect that the metal would have to be absolutely bone-dry
(ie. dryer than normal atmospheric conditions) for moisture not
to be trapped beneath the paint and for rust to return in no
time.
In addition, Hammerite dries hard, rock-hard, and brittle to
boot - there is no flexibility in the coating at all; so will
quickly crack if applied to anything that flexes (even slightly
- like, for instance, a Land Rover chassis); and then it's
curtains. Rust in peace.
I can't comment on the Speshul Metals Primer, but I would be
surprised if all of a sudden ICI had produced a winner under the
'Hammerite' brand name.
Edit: - Just read Gene M's post - Hammerite: the 'blue box' of
metal coatings. :2mo5pow:

To be honest I used Hammerite as a well known brand name. The
stuff I was actually considering is called Rustoleum.
It is a paint I do actually think is really good.

I tend to get my stuff from smith & allan, the pink primer and
the tractol 1k is alright never had too much bother with
anything ive used it on. Its brush/roller/sprayable and does the
job.

recall using in the past - water based and pink in colour -
designed for aluminiium and galv i think. not sure how effective
it is, but i dont recall any bits peeling off where i used it on
aluminium.

Peeling off big style from my galv chassis. Big flakes. 3 years
after painting. Might as well have just slapped the top coat on
without it.

I used it on my galv bulkhead and it is OK
