Diesel engine running away (not landrover)

Apologies, lont a Landrover engine, but I'm asking here as I
know there are a lot of knowledgable people here.
I have a Peuogeot TUD3 Diesel engine fitted in my mini digger.
It's a pretty straightforward installation. the engine directly
drives a hydraulic pump. the hand throttle of the digger links
to the throttle linkage on the fuel pump, just like the
accelerator cable did when it was in a car.
The fault I have, is every now and then, the engine will just
race away to quite high revs all on it's own with no throttle
input.
I don't think the problem is anything to do with the fact it's
in a digger and not in a car. It really is a simple instalation.
Engine oil and coolant levels are fine. Only 30 hours running
since an oil and filter change. And the hydraulic fluid level on
the digger side is fine. Fuel is fresh red diesel.
It sounds poddibly like a problem I have read about with boat
engines where they can start burning their lubricating oil via
the breather system, but I don't think it's that as when it
happens it stops on the key (I understand if that's the cause
you can't stop it and the engine usually self destructs)

Sounds like an internal fault in the injection pump. Maybe
something to do with the governor.

Sorted.
Most bizare. It was just low on fuel (this machine doesn't have
a working fuel guage)
I dipped the tank and there was only 1" of fuel. So I filled it,
and it's just done an hours work without missing a beat.

I can't think this would be relevant but my old strimmer and
Suffolk lawnmower used to do the same, rev up mentally just
before running out of fuel. I'm sure someone more technical than
me will know why this happens.

I once had similar symptoms on an old Pug 205 TD after I
replaced the fuel filter but didn't notice the sealing ring was
twisted.
Any air entering the fuel system will cause surging - not good
when you're slowing down for a roundabout!

are the tears shed for the dying engine or the boinger

I had my 2.25 diesel over-rev (sort of run away but it would die
out or slow down after a few seconds) on many occasions. Problem
was cured by cleaning pipe lines and making sure tank is never
let run too low. it was just a clogged fuel line (the one in
the fuel tank.)

When I witnessed this happening to a disco some years ago, the
idea of stalling it ripped the middle out of the clutch.
A very sad tale all round, :-?

in such case you need to blank the air intake to stop combustion
from continuing by eliminating one of its elements.
in case of an old truck with air hose removed easy .. but with
an air cleaner could be problematic.
