Check the earth lead from that headlight - if it's
missing/broken/corroded then both filaments will be lit giving a
       dull glow

sounds like a bad earth on the bulb, it'll be earthing through
       the other filament.
is it dull on dip & main?

I fitted a pair of H4 upgraded headlamps and had poor light from
both. I added an extra earth from the rad panel where they all
join up and ran it to the battery.
Still no better. Eventually I rumbled that I had 24v lamps in a
12v box! The extra earth is still connected as it can not do any
       harm.

As the others have already diagnosed, a duff earth. Mine had the
exact same problem with one dim light and one bright light. I
got a length of scrap wire, and jammed it down the side of the
headlight earth pin and into the multiplug. Ran it up through
the wing and earthed it under a radiator/slam panel bolt. It was
only meant to be a temporary fix until I investigated the main
cable, but its still there and working 4 years on

......It may sound obvious but don't forget to check the voltage
at the bulbs to ensure you have 12v present as otherwise you
could have ten extra earths installed and still have a dull
       headlamp......
