New EU directive on the future of modified vehicles... storm in

I'm not sure if any of you guy's are aware of the piece of
legislation that is going before the EU? but it sure is a scary
piece of bollox!!! it will make ALL alterations to vehicles
illegal and more scary it will make current modified vehicles
illegal as well unless it is challenged.
This will not just affect the Hotrod, chopper and hot hatch
crowd but us as well if you run a tdi powered 80, or a V8 series
2.. or like me a Jap diesel powered 11a, the guy's in france
like Parksy and Drew know all to well how this affects owners
over there and it is looming over us now!!!

Just before the panic starts as it has elsewhere....that ace
link only links to the main directive. What there are no links
for is the annex to the directive which as the actual test
criteria. I read it last might and while there are some worrying
additions it is basically the current MOT. But it could get
interesting I agree.

Jim and a few others will soon spot that most of this is very
similar to the same MOT but there are a few interesting bits:
1.41: Testing handbrake on brake rollers or test drive and apply
while driving....That'll be fun
5.23 Tyre size, load capacity, approval
mark or speed rating not in
accordance with the requirements(1)
and effecting road safety. Think that already stands.
6.17 Fail for "Illegal power-train modification"
6.1.9 Engine performance Visual inspection
(a) Control unit illegal modified
(b) illegal engine modification
6.2.1 Cab and bodywork:(d) Inappropriate repair or
modification.
6.2.6. Other seats Visual inspection.
(b) Seats fitted not in accordance with
requirements(1)..
7.1.2 Belts:(c) Safety-belt not in accordance with
the requirements(1).
8.1.1 Noise suppression
system
Subjective evaluation (unless the inspector
considers that the noise level may be borderline,
in which case a standing noise test using a noise
meter may be conducted)
(a) Noise levels in excess of those
8.4.1 Fluid leaks Visual examination Any excessive fluid leak
likely to harm the
environment or to pose a safety risk to other road
users
"Requirements" ‘requirements’ are laid down by type-approval
requirements at the date of approval, first
registration or first entry into service as well as retrofitting
obligations or national legislation
in the country of registration.

I think that this is for real.
I've been in touch with the DfT press office about their
statement that is currently all over the net...

In other words - never mind what the EU document says, our
particular wombles have decided it means no modifications.

topic tonight - this issue is too important to take chances

Modifications, alterations and improvements are all part of the
history of motor vehicles and the older the vehicle, the more
likely it is that it will have been altered at some stage. At
present the basic tenet of a UK MoT test is that it is one of
mechanical fitness. There is no database of original
specifications for UK vehicles, so testing to original
‘technical characteristics’ is simply pie-in-the-sky.
