After a long while of silence, a breathless messenger rushes
into the room at full speed, despite the delicate meeting going
on.
"Monsieur! Monsieur!" He says, breathless. "Monsieur Prime
Minister! I have news! Hitler has left the country; he has gone
back to Germany! I also have word that German tanks are
mobilizing, along with the whole of their army - To where, I
know not, but this cannot bode well."
And, indeed, as Hitler returns home to Germany, all of this is
happening. The Wehrmacht is finally arming and preparing for war
with someone; in Hitler's mind, negotiations have failed.
France's refusal to back down on the subject of Nationalist
Spain and their choice to try to bring Chamberlain in to break
the vote clearly showed that the French were hostile.
The time was coming to attack.

Lebrun is surprised and offended; he agreed heartily to
renegotiate the Treaty of Versailles, at backbone of allied
policy since the Great War, despite heavy opposition from his
allies. Now, just because he decided to speak out for what he
believed in and brought another leader to the table who is among
to elite of Europe and should be part of negotiations, Hitler
was turned hostile and refused to talk about the situation.
"This is certainly grave news; M. Hitler has unjustly jumped to
military recourse. I am afraid that he may attack France itself
soon, and we're not sure how well we can hold up, but we will
try!"
He turns to the messenger:
"Give your message to the war minister and tell him that I want
our troops to be prepared to pull out of Spain to help defend
France, if necessary. Tell him to muster the rest of our troops
to defend the Maginot line. We should be alert, but do not cause
panic in the people."
After sending him away, Lebrun turns to his fellow leaders:
"This refusal of diplomacy cannot bode well for any of us. What
do you think will happen and what should we do?"

"Hitler will attack France. France is the closest and nation he
wishes most to be driven off the Earth."
Stalin turns to Lebrun, "We haven't much time. I am bound by
pact to not participate in a fight against The Reich, but I will
provide you with anti-tank defenses and armaments. In return I
ask for your agreement that our War against the Finns is
justified. I want this in writing."
He turns to the Monarch, still gaping at this most recent
development, "You must choose a side. If you wish for my aid
you must withdraw your aid with Italy. We must ensure that
Hitler's cancer does not spread to the rest of us."

King Peter looks at both of them and gulps, then he speaks
"Yes I will withdraw it. But you must tell Romania and Hungary
that if they attack us you will attack them. When Hitler attacks
France, well if he does,I will see what to do.Now I must go back
to Yugoslavia."

"It shall be done." He says. He turns to Lebrun, "There's just
one more thing."He walks over to the door and shuts it before
turning back to the men in the room. "I am not sure if you are
aware," he says, his voice barely above a whisper, "a faction of
the Red Army has been fighting Japanese forces. If the Japanese
were to side with our enemies, I could not guarantee that they
would follow Hitler's treaty. Should they become my enemy, I
wish to see that they become yours as well in some capacity. Do
we have an agreement?"

As King Peter exits, he is pulled aside by Ciano in the other
room. "I speak to you in greatest confidence when I tell you
that, although this news of Hitler's aggression may please
Mussolini, it distresses me. But I ask you, not in the name of
Italy's glory, but in your own safety, not to end your
friendship with Italy as you have proposed to do. Il Duce will
certainly be angered by this, and it would be a mistake to face
his wrath."

"M. Stalin, I would be very grateful for any aid that you can
provide us, and I'm sure that parliament will condone your war
with the Finns in the face of these negotiations. As for Japan,
if the Japanese continue to attack you or jeopardize your
position in Asia, I think this would show a betrayal of
Germany's trust in your pact, as Germany is allied militarily
with Japan. I will certainly join you against Japan if the need
arises because France has a duty to protect French Indochina.
Although I can see that your agreement with Germany is very
useful to protect peace between your countries, Germany and its
allies are very anti-communist, and I believe that they would
seek to damage your interests where possible. Now I should
probably get some rest before my meeting with M. Chamberlain
tomorrow. Will we have the pleasure of having you negotiate with
us?"

"Absolutely." He says, the corners of his mustache twitching,
"It will be interesting what our British friend has to say about
all of this."
He turns and walks out, holding the door for Lebrun.

Ciano sighs as King Peter turns to leave. "If it were up to me I
would not ally with Hitler, despite our fascist sentiments. But
Il Duce does not feel the same. Of course, I will do the best I
can to convince him otherwise, but there is not much hope. So as
things stand, the existing alliance between Italy and Germany is
a very threatening force.
