The door opens and three men walk in, their presence announced
by the doorman:
"Chancellor Lorin Galvinstraat, Vice-Chancellor Frederick
Bjornson, and Vice-Chancellor Lloyd Fremont, all representing
the Allied States of the United Isles of the North Atlantic!"
The three men walk in, and Chancellor Galvinstraat sits in his
designated seat, with both of his Vice-Chancellors standing
behind him at his shoulders. Chancellor Galvinstraat addresses
the council in a cheery manner:
"Sorry for being late, Gents. There was some small scale riots
of young miscreants against anti-Alchoholic legislation that I
needed to take care of before I left, and as a result I missed
my flight. Now, what have I missed?"

"Personally, if all our nations are similarly prone to disaster,
then if all national disasters are supported by the region then
all nations would receive approximately as much aid at they give
to others. Now, this is definitely too idealistic, but I think
the region should always back its nations."

"I agree that the region should always help it's nations. How
about we create an organization that will deal directly with the
disasters. With each nation giving a certain amount of money
each year to keep this organization running. And then when a
disaster occurs it will send teams immediately to assess the
damage and see how much in aid is needed and how much each
nation needs to give to help. That way help will always be there
for those who need it. I'm not gonna lie this sounds better in
my head and I'm not sure I've articulated my idea properly."

I think what ever the risk we need to take we should to bring
about a better world.

"Let's create a resolution so that we can vote. How about:
'As a council, we, Okatama, form the Okataman Regional Disaster
Organisation (ORDO). ORDO is to:
-Collect dues from member nations to fund daily processes such
as weather, geologic, and biological monitoring to predict
future disasters,
-Once disaster strikes, determine relative severity, measures
for relief, recovery, and future prevention,
-Determine the cost of these measures,
-Divide this cost between the member nations, and
-Oversee the allocation of the funds to the nation(s) affected.
Membership in ORDO is voluntary, but aid will only be offered to
member nations. Nations may not sign up for only a short time
for the sole purpose of receiving aid and not offering it. Any
offences will be referred to the Membership Sub-Committee of
ORDO.'
