always in the details. We have agreed to provide aid to nations
if the disaster is severe enough or widespread enough. How
severe is severe enough? Also, do we need to factor in the
financial ability of the nation to help itself in the decision
to help? Should it be case-by-case or should there be guidelines
for who gets aid? Thoughts?"

"I think it should be done a case by case basis. If a country is
unable to then then they should get the aid. However should a
nation be reckless enough to not have some sort of contingency
in place then they should not get as much aid."

I agree with both titchopa and Jabber314 but i will say Jabber
that a whole countries is a bit much i think we should have
departments in place in each nation rather then a whole land
mass. This way when some thing bad happens each nation can send
people in there departments to help.
