       People began to gather in the places where a constitutional
       referendum was to vote that would allow Russia to store nuclear
       weapons in Belarus, and protests spread to downtown Minsk.
       Thousands chanted "No to war," "Glory to Ukraine," and made
       insulting speeches about Putin. At least 800 people were
       detained and criminal cases were opened against several
       protesters. Still, these were the first major protests in
       Belarus since early 2021. After a year and a half of all-out
       political terror, the protests underscored the widespread
       opposition to the war and Belarus' role in it.

       war. Opposition leaders have called on Belarusians to take to
       the streets again and block rail tracks to prevent Russian
       troops from moving. Tijanóvskaya stated that the next step would
       be to prepare for a strike by Belarusian workers against the
       war. Pavel Latushka, another opposition leader, urged Belarusian
       military personnel not to carry out "criminal orders" and
       Belarusian conscripts to evade conscription or take up arms to
       fight the "mad dictator.

       Last chance Against this backdrop, Lukashenko made a desperate
       attempt to transform his role in the conflict by hosting the
       Russia-Ukraine talks on February 27. The initiative itself
       seemed like a poor imitation of a negotiation process. First, it
       was obvious that Gomel, a place used as a base for Russian
       troops, was not the best place for negotiations. Second, the
       Russian side informed Ukraine that they had already arrived for
       talks and were waiting, in an attempt to make the Ukrainian
       delegation appear reluctant to negotiations and thus Ukraine as
       an instigator of the war.
