What does a region have to do with free blocks? A region built
with free blocks isn't illegal, and as Nalah said before, free
blocks aren't either

As many times before, Cloudy's correct. Regions are areas which
are protected from modification by everyone else than protected
people. Everytime a region is created, superadmins, its creator
and usually the one for whom is the region created are the only
ones allowed to modify a given region.
Regions can be also used by other plugins then TShock, for
example diemob, etc for various purposes. It is also possible to
detect players and affect players entering/modifying a region
with Jist and C#.
Free blocks, on the contrary, are a feature of NTS. No free
items, but free blocks for everyone to fulfill all of their
building fantasies. Blocks can be used everywhere regardless of
whether the region is protected or not (provided you are allowed
to the region), with only a few common sense restrictions:
- Blocks shan't be used to create grotesque gigantic pointless
builds (such as a gigantic triangle of dirt)
- Blocks shan't be used to create mess and for the sole purpose
of some wrong-doing
- Blocks are not to be used to spam a certain area, making it
difficult for people to move there and spoiling the "nature"
- Blocks are not to be used to create lag to the server or
destruction of others' builds
