Plug-In suggestion

Before we begin, I know NOTHING about this Plug-In, its just a
suggestion.
I have noticed that a LOT of people have been using full caps
way too often, and I want to help put a stop to it. I have heard
of a Plug-In which blocks more than 25% caps, I don't know its
name though. I have seen the Plug-In on G.E.C.K, ask Jewsus for
the name probably. The only down-side is that If you say
something like, a name and something like 'LOL' in caps it
doesn't let you say it, example 'LOL Nalah,' meaning you have to
say it in lower-case, which should not be much of an issue. I
don't know if you can change the caps percentage, example 50% or
lower like 35%. I am always happy to help here at NTS and I hope
you take this idea into consideration.

Great idea. We can enforce the rule (in a different way.
*harsher way*) but sometimes it's not on purpose. Sometimes it's
all for laughs and jokes. Some of us use it (me, for example)
and there's nothing bad about it if people aren't annoyed by it.
But then again, if the player goes too far...then we step in and
take care of the case. Some people just don't know how to
control it.

I already have the anti-spam plugin, have for a long time. I'm
just more lenient it seems with the configuration of it. :)
