       ? Chapter I: What is the San Andreas News?
       ? I. Network Purposes
       Here at San Andreas News Agency, you are asked to sign a
       contract, by signing that contract - you agree to play the role
       as a reporter, being a reporter means you must report the news
       to the citizens of San Andreas, by doing so you are fulfilling
       your contract and are well on your way to fame.
       Your main priority is to keep the citizens of San Andreas happy
       by letting them know about what is going on in their City.
       The citizens of San Andreas need to be informed of important
       news, such as: Breaking news, traffic reports, crime scene,
       murders etc.
       News can be over exaggerated to make the listeners more
       'interested', but it cannot be over exaggerated that produces
       false statements.
       ? II. Network Responsibilities
       The San Andreas News Network holds the sole responsibility of
       providing the citizens of San Andreas with information that
       effects them or has had an effect on a type of entity and an
       provide entertainment within San Andreas.
       ? Chapter II: How You Should Act and Present Yourself
       ? I. Behavior While on Duty
       It is essential for SANews staff to remember that while on duty
       they represent not only themselves, but the SANews Agency as a
       whole. During which time they should act professionally, and
       they should not fool around in ways that make the SANews look
       badly. They must never attack anyone for any reason other than
       self defense, this includes punching or striking in any way, as
       well as, and especially, shooting. Staff must also remain
       un-biased against any race, sex, and creed during this time.
       When off duty and only representing yourself, you may act as you
       wish.
       If caught or reported that you have been causing any illegal
       intent (robberies, riots ect) without covering your identity
       (masks ect), you will receive punishment from Human Resources.
       ? II. Behavior While On Air
       On air SANews staff should act the same as described in the
       above regarding behavior while simply on duty, with the addition
       of that they must always use correct grammar when speaking, as
       well as following the policies outlined below in Chapter 6.
       ((Try to use full sentences in /nr and /live, we don't want to
       have /nr spammed with 3 words))
       ? III. How You Should Dress
       While on duty you must always wear clothing that looks
       professional and clean. This means always be fully clothed(A
       proper shirt and pants or shorts, and some sort of footwear).
       You may wear anything you like when not on duty. Wearing baggy
       clothing and 'gang' like outfits will result in soon dismissal
       if failure to dress formally. An exception to this was if you
       were doing undercover journalism.
       ? IV. Shout-Outs
       Shout-outs are allowed when you are on air, however they must
       either come before or after the news report. You may not be
       reading out SMSes during the middle of a report. You may not
       read out any SMS that includes any biased content against any
       ethical group, or any text that contains vulgar or offensive
       language. Ask a Network Editor or above before you do this as a
       ban may be in place.
       Ideally, the Entertainment only do this. If you are collecting
       money, you must seek permission first. If no one is in town, do
       not do it.
       Money should be divided in halves. Half for yourself, half for
       entertainment (Given to Chris Ross). Failure to do this may
       result in dismissal.
       ? Chapter III: The Ranking System
       ? I. Rank Structure
       The ranking structure in the SANews is as follows:
       Rank 6 - Network Producer
       Rank 5 - Assistant Network Producer
       Rank 4 - Network Editor
       Rank 3 - Network Anchor
       Rank 2 - Local Editor
       Rank 1 - Local Reporter
       Rank 0 - Intern
       Rank 0 - Intern (Security)
       ? II. Rank Duties
       Rank 0 - Intern
       As an intern, you will be automatically assigned into the
       Journalism department, whilst your job will also be to help
       assist anyone who asks for you. There are no restrictions
       regarding whether you are to be on or off duty. Whether or not
       you will get a promotion is generally based off of your
       conducted within your allocated department, whilst being based
       on the point system in place. A wide range of ways to become
       promoted to Local Reporter are listed, whilst also helping you
       develop Intern's skills and knowledge of SANews.
       You may conduct interviews with the permission of a Local
       Reporter(R1) or higher.
       You may drive an SANews van with permission from a Local
       Reporter(R1) or higher.
       You are not to fly an SANews chopper.
       You are not to broadcast over the radio((/nr)) or on
       TV((/broadcast)) until you reach the rank of Local Reporter(R1).
       You may not enter the private office at this rank, as you do not
       have a Producer's Keycard.
       You may use the downstairs lockers. ((/sanews))
       Rank 1 - Local Reporter
       As a Local Reporter, you are introduced with a world of new
       abilities and responsibilities. You can think of it as a reward
       for hard work and good entertainment skills during your time as
       an Intern. During this stage of your employment, you are
       required to do your job and report the news to San Andreas.
       Integrity is required when giving a news report, because if you
       are not reporting honest news, then it makes it seem like the
       whole of SANews is that way, and you may not report anything
       that will worry the citizens of San Andreas (exaggeration is
       allowed though). Also at this rank you may choose your division
       that you will take that will make up your career as an employee
       of the SANews. You may choose to simply remain a Local Reporter
       within Journalism and continue your points to gain a management
       position within Journalism, or you can pick from to join
       Security, Training and Recruitment, Human Resources or
       Entertainment divisions. Local Reporters can join multiple
       divisions in order to improve their chances of further
       promotion, or to simply get a better insight into which division
       they wish to join full-time.
       You may conduct interviews without asking permission. (Although
       it's best to ask to avoid conflict)
       You may drive a News van without asking permission unless
       otherwise instructed by a Network Anchor(R3) or higher.
       You are not to fly an SANews chopper without permission from a
       Network Editor(R4) or higher.
       You are not required to ask permission before broadcasting over
       the radio((/nr)) or starting a live TV broadcast((/broadcast in
       the studio)). (Ask incase of conflict)
       You may not enter the private office at this rank unless you are
       Training and Recruitment, as you do not have a Producer's
       Keycard.
       You may use the downstairs lockers. ((/sanews))
       You may join other divisions full-time or join multiple (If
       approved)
       Rank 2 - Local Editor
       As a Local Editor, it is your job to watch over the Interns and
       Local Reporters, and make sure they are doing their jobs, and
       seeing that the hourly report is done every hour, even if you
       have to do it yourself. It is a big responsibility that is
       placed on you when you show great promise to the higher ranks,
       and they believe you are capable and trustworthy of doing well
       in this position. It is a requirement that you be in a division
       before attaining this rank, and generally it is Local Editors
       that are in charge of these divisions.
       You may do anything a lower reporter can do.
       You are not to fly an SANews chopper without permission from a
       Network Editor(R4) or higher.
       You may not enter the private office at this rank unless you are
       Training and Recruitment, as you do not have a Producer's
       Keycard.
       You have permission to grant/reject interviews that an Intern
       would like to perform.
       You have permission to grant/reject the use of news vans for
       Interns.
       Rank 3 - Network Anchor
       As a Network Anchor, it is your job to oversee all those of
       lower rank. You have the same responsibilities as a Local
       Editor, as well as having to train the lower ranks and helping
       Interns find people to interview. You may also deny a Local
       Reporter or Local Editor the ability to use a News Van.
       You may do anything a lower reporter can do.
       You may deny a Local Reporter or Local Editor the ability to use
       a News Van.
       You are not to fly an SANews chopper without permission from a
       Network Editor(R4) or higher.
       You may not enter the private office at this rank unless you are
       Training and Recruitment, as you do not have a Producer's
       Keycard.
       Rank 4 - Network Editor
       The role of a Network Editor is to oversee the lower ranks, and
       make sure everyone is doing their job. If there are any
       questions that a lower rank need answering, you are the person
       to do so. Network Editors are typically directors of a
       department (division) and will have specific roles identified
       within their department.
       You are able to do the same thing as a lower ranking reporter
       can do.
       You may use the News Chopper without getting permission, as well
       as being able to grant permission to use it to Local Reporters
       or higher.
       You may not enter the private office at this rank unless you are
       Training and Recruitment, as you do not have a Producer's
       Keycard.
       Rank 5 - Assistant Network Producer
       The rank of Assistant Network Producer is easy, you are to
       ensure that all divisions within San Andreas News are operating
       swiftly whilst generally looking over SANews whilst on duty.
       Assistants are to be ensuring that all of the departments
       (divisions) are running correctly.
       There are no restrictions at this rank.
       Rank 6 - Network Producer
       The Network Producer of San Andreas News owns the company and
       has a given say over everything that happens in SANews.
       ? III. Vehicle Usage
       Vehicles are very important in the SANews organization, because
       they allow reporters to be able to be on the move while still
       reporting the news to the state of San Andreas, and not be
       confined to the studio while reporting.
       The News Van
       The SANews Van may be used after an individual achieves the rank
       of Local Reporter(R1) or higher. An Intern may drive a van after
       getting permission from someone of Local Reporter(R1) rank or
       higher.
       The News Chopper
       The SANews Chopper may be used by individuals of the rank
       Network Editor(R4) or up. A Network Editor is also allowed to
       instruct an R1 or higher to fly a chopper for a given reason, an
       Intern may never use the chopper for any reason.
       ? Chapter IV: Absence
       ? I. Inactivity
       If you are planning to go inactive for a period longer than 3
       days, we ask that you fill out a form on the website formally
       stating that you will be inactive, as well as a valid reason
       why. Failure to do so may result in termination of your
       employment without warning.
       ? II. Reinstatement
       If you are terminated due to inactivity, you have the ability to
       place in a reinstatement application. This reinstatement
       application must contain a valid reason why you should be
       reinstated, and if it is not believed that this reason is valid
       then you may be relieved of your duties.
       Interns cannot reinstate.
       ? III. Leave of Absence Moderation
       If you are not performing your job at the times you should be,
       you may be watched by an Assistant Producer or the Network
       Producer, and your accumulating streak of missing out on doing
       your work will be noted by them.
       ? Chapter V: Complaints
       ? I. Employee Complaints
       All formal complaints against the agency's staff will be handled
       and investigated by the Human Resources department. Any
       accusations of misconduct will be thoroughly looked into, and
       brought to a logical conclusion after extensive investigation.
       ? II. Internal Agency Complaints
       If someone within the agency has a complaint against another
       newscaster, they will need to bring this complaint to the
       Assistant Producer or the Network Producer, after which they
       will handle the complaint accordingly. (furthermore, ask any
       member of HR to give you the form submission ((link))
       ? Chapter VI: Transmission Policies
       ? I. Broadcast Policy
       All San Andreas News employees are required to abide by the
       terms and conditions that are in this policy while broadcasting
       via radio.
       Under no circumstance are you to support illegal activities or
       organizations, the Law Enforcement Agencies do have the right to
       arrest you for breaking FCC violations.
       Under no circumstance are you to use any word that is classified
       as derogatory towards any entity.
       Under no circumstance are you to "curse" or use fowl language
       when broadcasting.
       Under no circumstance are you to advertise or endorse a private
       service or product while broadcasting.
       (( Under no circumstance are you to use OOC chat during a
       broadcast unless announcing the use of a command.
       Eg: "You can watch this event at home, on your own TV for free!
       ((/watchtv))" ))
       ? II. Interview Policy
       Everything that is mentioned in the Broadcasting Policy applies
       here, including:
       You are to make sure that the person you are interviewing is
       aware of the Broadcasting Policy, and have signed the form.
       You are never to harass anyone you want to interview whom of
       which does not wish to be interviewed. If the person you are
       interviewing fails to abide by the Broadcasting Policy, then
       they may be subject to, in severe cases, a ban from live
       interview
       Try and interview notorious people (e.g Brian Wright), not just
       any random LSPD Officer.
       ? Chapter VII: Weapons & Narcotics Policies
       ? I. Weapons Policy
       SANews staff are allowed to carry weapons on their person for
       self defense purposes only. These weapons must be legal, and
       members of the press are allowed to carry Desert Eagles on top
       of the weapons deemed legal by the state legislature. They may
       also carry a Colt 45 and a Remington pump action shotgun.
       Illegal weapons may not be carried without a permit stating that
       you are allowed to carry them. Abuse of these weapons may result
       in consequences within the agency as well as legal consequences
       from Law Enforcement, it should be remembered that you are not a
       law enforcement officer and you are still a civilian.
       ? II. Narcotics Policy
       Members of SANews may not possess any kind of narcotic on their
       person at any time. This is to keep from members distracting
       from or putting off their work, and doing drugs instead. You
       should also remember that you are an example and a role model to
       the state of San Andreas, and you should not perform any actions
       like narcotics abuse which may influence other citizens to copy
       your bad behavior. Possession or abuse of narcotics may lead to
       action being taken against you within the agency as well as by
       law enforcement personnel.
       ? Chapter VIII: The Departments (division)
       ? I. The Journalist Department(JRN)
       The Journalism division is the default division within SANews,
       in which all Interns are automatically assigned into. All
       Interns will be monitored and under the guidance of Journalism
       in order to help build their understanding of what we expect,
       whilst helping build their knowledge to make our reporters This
       division is responsible for writing articles on various topics
       that they feel deserves attention among the citizens of San
       Andreas, these articles are placed on the SANews
       website((forums, usually "The Streets" section)) for any who are
       interested to read. These articles may be based on things that
       the SANews is doing, like new game shows, or big events like
       bank robberies that deserve extra coverage.
       ? II. The Training and Recruitment Department(TnR)
       The Training and Recruitment department is responsible for the
       recruitment of new members into the agency, they are to handle
       applications, as well as performing interviews on aspiring new
       members.
       ? III. The Entertainment Department(TS)
       The Entertainment division(Also known as Tech Support) is
       responsible for the holding of events with the purpose of
       entertaining the citizens of San Andreas. These events have a
       wide range of kinds and often prizes. It may be a game show
       where contestants can win big money by playing a game, or a quiz
       where they can earn themselves a free shoutout on the radio or
       occasionally on TV. A normal reporter may hold events with the
       permission of someone from the Entertainment division. They are
       also the only ones who are able to hold a live TV
       broadcast.((/broadcast))
       ? IV. The Security Division(Security)
       The Security division is responsible for making sure that the
       staff of SANews and the internal grounds of SANews headquarters
       is kept safe from those who wish to bring harm upon the property
       or staff of the agency. They are granted tazers in order to
       safely incapacitate individuals who are rowdy or generally
       dangerous/uncooperative.
       ? V. The Human Resources Division(IA)
       It is the duty of Internal Affairs to investigate allogations of
       corruption or misconduct within the agency, and take proper
       action against a guilty individual. This action is commonly in
       the form of IA Strikes, once an individual has too many IA
       strikes, they are terminated from the agency.
       ? Chapter IX: (( OOC Information ))
       ((
       ? I. Commands
       /nr [text] - This command is the "News Report" command, it is
       used to send a message to the players on the server via the
       orange text.
       Example of use: "/nr Hello San Andreas!"(Used inside an SANews
       vehicle or the studio)
       /live [ID] - This command is used to start a live interview with
       another player, before offering the interview they must RPly
       sign a form saying that they will not say anything that might be
       offensive, derogatory to any social or racial group, and they
       must not swear. Once the /live command is used on a player, it
       will freeze both players involved and normal IC chat will be
       broadcasted to the server. It is not uncommon for the two to
       communicate using /b during this time to communicate without
       broadcasting in an OOC way. When the interview is finished,
       simply type /live again to end the interview.
       Example of use: "/live 287"
       /liveban [ID] - This command is used to ban a specified player
       from taking part in live interviews in the future, it may only
       be used by individuals of the rank Local Editor(R2) or higher.
       Use of this command before the rank of R2 may result in IA
       strikes against you. This should only be used after a severe
       case of broadcasting policy being broken, and after they have
       been warned not to do so again. However, if the breaking of the
       policy is severe enough to appear intentional, the interview
       should be cut short immediately, and the player be /liveban-ed.
       Example of use: "/liveban 287"
       /broadcast - This command is used to start a live TV broadcast
       from the studio that players can watch with /watchtv, it is only
       to be used by individuals in the TS division. Once started, you
       have to use /broadcast to end it when finished.
       Example of use: "/broadcast"(While in TV studio)
       /cameraangle - This command is used to change the camera angle
       during a live TV broadcast.
       Example of use: "/cameraangle"(While in TV studio)
       /invite [ID] - This command is used by the high command in the
       agency to invite players into the faction.
       Example of use: "/invite 287"
       /clothes - This command is used inside a clothing store to pick
       from a list of appropriate skins chosen by the leader of the
       SANews faction. It is not required you wear one of these skins,
       but they are here for your use.
       Example of use: "/clothes"(Inside clothing store)
       /giverank [ID] [Rank(0-6)] - This command is used by the high
       command in the agency to give a player a specified rank within
       the faction.
       Example of use: "/giverank 287 6"
       /newsdiv [ID] [div] - This command is used by the high command
       in the agency to give a player a specified division.
       Example of use: "/newsdiv 287 TS"
       /lockdoor - This command allows the front doors of SANews to be
       inaccessible to anyone. Used ONLY by high command.
       Example of use: "/lockdoor" - A dialogue will appear for you to
       type the password in
       /online - This command is to be used to see who is online in the
       faction. This command can only be used by R5+
       Example of use: "/online"
