Maybe we leave it out for now. And then the loan rule can be a
separate proposal, an amendment to this one.

I think for now, since there is no transfer rate per se theres
no big problem with it.

I'd rather we take it out, work on it separately, then put it
back in. Too many problems can arise with it in as is.
