       Martin's Nomic Official Ruleset (Version 1.0.0)

       Welcome, traveler, to Martin's Nomic!  We hope you enjoy your
       time in our peaceful nomic.  What is a nomic, you ask?  It was
       invented by Peter Suber in 1982.  Suber says of nomic:
       [quote]Nomic is a game in which changing the rules is a move. In
       that respect it differs from almost every other game. The
       primary activity of Nomic is proposing changes in the rules,
       debating the wisdom of changing them in that way, voting on the
       changes, deciding what can and cannot be done afterwards, and
       doing it. Even this core of the game, of course, can be
       changed.[/quote]
       So dig in and enjoy!  If you don't want to read the entire,
       complex rules, you can read the Simple Ruleset just below this.
       It will summarize the main points of the rules.  Here is the
       Full Ruleset:
       M1. Martin's Nomic (Immutable)
       1. This nomic is named Martin's Nomic.
       2. All players must abide by all rules in the Martin's
       Nomic ruleset while playing in Martin's Nomic.
       3. Martin's Nomic is officially a sub-nomic of Supreme
       Nomic.  This ruleset is to abide by the Supreme Nomic rules.
       4. Rules may be mutable or immutable.  Immutable rules may
       not be ammended or repealed.
       M2. The Dictator (Immutable)
       1. The Dictator of this nomic is Seth.
       2. The Dictator, in addition to their abilities as a
       player, is:
       a. Allowed to edit the ruleset at any time, for
       reorganizing or clarification purposes only.
       b. Responsible for updating the ruleset and
       maintaining the MNSR.
       c. The delegate from Martin's Nomic to the Supreme
       Nomic.
       d. Allowed to veto any proposal passed by the players,
       to prevent harm to other players or Martin's Nomic.
       e. May change the status of any player.
       M3. Martin's Nomic Status Report (Immutable)
       1. The Martin's Nomic Status Report (MNSR) shall record all
       things needed to maintain Martin's Nomic that are not
       neccesarily part of the ruleset.  The Dictator shall update the
       MNSR as dictated by the ruleset.  It shall be located in the
       Martin's Nomic board.
       M4. Players (Immutable)
       1. In order for one to become a player, they must post in
       the Martin's Nomic board declaring their wishes to become a
       player.  Once the Dictator approves the player, they immediately
       become a player.
       2. Players may be active or inactive.  Inactive players may
       not vote or propose rule-changes.  Players may change their
       activity status by notifying the Dictator.
       3. The list of players and their respective qualities shall
       be recorded in the MNSR.
       4. For voting purposes, a quorum of players is equal to
       three-fourths of all active players, rounded up.
       M5. Proposals (Immutable)
       1. Players may, by posting in the Martin's Nomic board,
       make any of the following proposals:
       a. Propose a new mutable rule.
       b. Propose the amendment of a rule
       c. Propose the removal of a rule
       d. Propose the transmutation of a rule (from immutable
       to mutable, or vice versa)
       2. Once a proposal has been made, all players are allowed
       to discuss or vote on the proposal.  Once a quorum of players
       have voted on a proposal, any players who have not voted have 24
       hours to vote.  The Dictator may close the vote at any time
       after a quorum of players have voted.
       3. If a majority of players voting vote for a proposal, it
       is adopted immediately after it is passed.
       M6. Points (Mutable)
       1. Each player has points.  Points may exist as a real,
       rational number to the hundredth place.  Players may have
       negative points.
       2. When a player joins Martin's Nomic, they receive 100
       points.
       3. Players may transfer any amount of points, up to the
       amount they have, to another player.
       4. Every time a player votes on a proposal, they receive 1
       point.
       5. If a player proposes a rule-change that is passed, they
       receive 1 point for each vote for the proposal.  If a player
       proposes a rule-change that is not passed, they lose 1 point for
       each vote against their proposal.
       M7. Judicial System (Immutable)
       1. If it is believed a rule is broken, a player shall
       notify the Dictator of such occurrance.  The Dictator will
       determine whether such event occurred and any penalties given..
