To add between 4 and 4a (which will not be 5a)
"5. After all Supreme Nomic players have voted on a proposal, a
poll will be brought up to allow all lower players to vote on
the Supreme Legislation. If there are no lower players, skip
this step and immediately move to 5a."

I feel that right now, this only cuts out Cody and Branson....
Who don' play. The rest are dictators. Do you truthfully feel
that not allowing our lower players to vote on things that
mainly effect them is right?

No, I think it's a representative democracy, exactly like the
United States government. Besides, we really only have three
players.

Because the dictators are by far the most involved. Right now
this rule makes no sense, because requiring Cody and Branson to
log on and vote on a site they haven't been to in 2 months would
stall our legislative branch.
And besides, the rule as is seems to be incomplete.
