State of the Nomic Address: Jonathan Hunter 1/13/2011

Vice Chairman Martin, Secretary of Nomic Reid, distinguished
guests, and fellow players:
This rite of custom brings us together at a defining hour — when
decisions are hard and courage is tested. We enter the year 2011
with large endeavors under way and others that are ours to
begin. In all of this, much is asked of us. We must have the
will to face difficult challenges and determined enemies — and
the wisdom to face them together.
Some in this game are new to the Nomics — and I congratulate you
all. Nomic has changed, but our responsibilities have not. Each
of us is guided by our own convictions — and to these we must
stay faithful. Yet we are all held to the same standards, and
called to serve the same good purposes: To extend this game's
prosperity ... to teach the players to play wisely ... to solve
problems, not leave them to future players, and to guard Nomic
against all evil.
We are not the first to come here with the game becoming divided
and uncertainty in the air. Like many before us, we can work
through our differences and achieve big things for the Nomic
players. Our job is to make life better for our fellow players
and help them to build a future of hope and opportunity — and
this is the business before us tonight.
A future of hope and opportunity begins with a growing Supreme
Nomic, and that is what we have and our job is to keep it that
way, not with more government but with more enterprise.
Tomorrow, I will deliver a full report on the state of our
Nomic. Tonight, I want to discuss three Nomic reforms that
deserve to be priorities for this session.
First, we must create legislation that sets regulations among
players. We can do so very easily. What we need to do is add
discipline throughout the sub-Nomics. We set a goal of cutting
the cheating by half and reducing the possibility of rule
breaks— and already, only a month into the game, this is coming
into a true possiblity. Now let us take the next step. In the
coming weeks, I will submit legislation that eliminates the
cruel and unusual punishment to players not only by Hearings but
by disapproving rules passed in the sub-Nomics. I ask you to
make the same commitment. Together, we can restrain the appetite
of the players, and balance the games to create a fun, fair
environment.
Next, there is the matter of earmarks. These special interest
items are often slipped into of bills at the last minute –
sometimes after a vote has already been taken. I looked through
the forums and saw quite a few occasions where this has
happened. You did not vote them into rule. I did not allow them
to become rule. Yet they are treated as if they have the force
of rule. The time has come to end this practice. So let us work
together to reform the rule making process ... expose every
earmark to the light of day and to a vote in your Nomics … and
cut the number of earmarks by one hundred percent by the end of
my term.
Finally, to keep this game strong we must take on the challenge
of regulating voting procedures. Voting is a commitment of
conscience — and so it is our duty to keep it permanently sound.
Yet we are failing in that duty — and this failure will one day
leave future players with three bad options: huge incorrect rule
increases, huge player/administration gaps, or huge and
immediate cuts in benefits. Everyone reading this knows this to
be true, yet somehow we have not found it in ourselves to act.
So let us work together and do it now. With enough good sense
and good will, you and I can regulate voting procedures to make
it completely fair for all— and save Nomic.
Spreading opportunity to play Nomic also requires public appeal
that give others the knowledge they need to play. Back in
December, Vice Chairman Martin created the forums with a section
dedicated to new players. And because he acted, players are
becoming more fluent in voting procedures and idea making.
Now the task is to build on this success, without watering down
standards ... without taking control from sub Nomics ... and
without backsliding and calling it reform. We can lift player
achievement even higher by giving sub Nomic leaders flexibility
to turn around failing Nomics ... and by giving players stuck in
failing Nomics the right to choose something better. We must
increase legislation for players who struggle. And we can make
sure our future players are prepared for the administration
positions of the future, and our Nomic is more competitive by
strengthening this. The forums have worked for this Nomic’s
players — and I ask us to keep great rules like these passing
and rules that diminish this and widen gaps out of our rulesets.
A future of opportunity requires that all our players have the
same rights in all of the Nomics. When it comes to this game,
Supreme Nomic has an obligation to care for the new players and
get them to where they can stand on their own two feet. We need
to make sure that there is no discrimination of players in any
Nomic on our forums. We need to make sure that every player
feels equal and that they can make a difference in this game. We
will meet those responsibilities. For all players,
anti-discrimination legislation is the best way to meet these
needs. But many players can not see a way to do this.
Tonight, I propose two new initiatives to help more players feel
equal in their own right. First, I propose a piece of
legislation that any Nomic cannot pass legislation suppressing a
single player or group of players. Players all must receive the
right to vote on any legislature in their Nomics.
At the same time, this reform will level the playing field for
those who do not understand the game right away. For new players
who now are part of the voting process on their own, my proposal
would mean a substantial change in the way the game works
—possibly allowing them the freedom to grow at their own pace
without the hectic feeling of making rash decisions without
seeing the possible outcomes. Changing the voting laws is a
vital and necessary step to making Nomic avaliable for more
people in the world.
My second proposal is to help the Sub Nomics that are coming up
with innovative ways to change the way Nomic is played, but to
regulate the sub Nomics so that they are still within basic
guidelines – like the United States Bill of Rights. Sub Nomics
that make new ways to play and new initiatives for people should
get the full backing by the Supreme Nomic and all their citizens
should receive help from the Supreme Government. I will be
asking the Vice Chairman to work on the Supreme Nomic to take
existing rules and regulations and use them to create the
“Innovative Choices” grants. These grants would give our Nomic’s
dictators more flexibility to get new and innovative ways to
bring in new players.
There are many other ways that Supreme Nomic can help. We need
to expand public appeal ... help small Nomics start up... reduce
issues among players ... encourage a Supreme Nomic economy ...
and protect good players from junk hearings. And in all we do,
we must remember that the best game decisions are made not by
Supreme Nomic, but by the players.
We have made a lot of progress, thanks to good rules in Supreme
Nomic and the strong response of the players. Now even more
dramatic advances are within reach. Tonight, I ask you to join
me in pursuing a great goal. Let us build on the work we have
done and create an internomical economy.
To reach this goal, we must increase the flow of Supreme Nomic
legislation passed to create a system that extends into all Sub
Nomics. At the same time, we need to reform and modernize the
sub Nomics for this new transition coming. Achieving these
ambitious goals will dramatically change the way our Nomics are
played and will create a greater bond to the Supreme Nomic.
A future opportunity requires a fair, impartial system of
justice. The players across our nation are affected by the
outcome of cases and by strong, impartial dictatorship. And we
have a shared obligation to ensure that the courts have correct
procedures to hear those cases and deliver timely, correct
rulings. As Chairman, I have a duty to bring in legislation that
advances this. And the other Supreme Nomic players have a duty
as well: to give those pieces of legislation a fair hearing and
a prompt up-or-down vote on the Supreme Nomic forum.
For all of us in this forum, there is no higher responsibility
than to protect the players of these Nomics from potential
lockouts. Only a day has come and gone since we saw the horrible
tragedy that befell a player involving the Forum Arcade. I have
had time to take stock of our situation. I know with certainty
that the problems of that January afternoon were just a glimpse
of what the potential is for a single High Administrator —
unless we stop it in it’s tracks.
With the distance of time, I find myself debating the causes of
conflict. Such debates are essential when a great game faces
great issues. Yet one question has surely been settled — that to
end the reign of a High Administrator, the position must be
opened up to more than one man.
Our High Administrator is quite explicit about his intentions.
He wants to overthrow our Supreme Nomic, creating a two-person
vote, instead of the tie breaking three. By attempting to knock
out Supreme Nomic players, he wants the Supreme Nomic to come to
a standstill and cause our game to no further develop. He would
then be almost completely free to impose his will and spread his
totalitarian ideology.
In the second day since our players were attacked, I wish I
could report to you that the dangers have ended. They have not.
And so it remains the policy of this Supreme Nomic to use every
lawful and proper tool of diplomacy, rule enforcement, and
action to do our duty to protect the Nomic players.
If we can join together, players of all Nomics, we will see the
spirit and character of Nomic — and these qualities are not in
short supply. This is a decent and honorable game — and
resilient, too. We have been through a lot together. We have met
challenges and we know that more lie ahead. Yet we can go
forward with confidence, because the State of our Nomic is
strong, our cause in the game world is right — and tonight that
cause goes on.
I look forward to a great term filled with new and innovative
ideas that change the game as we know it.
