Proposal: New Rule. Add rules for all Sub-Nomics.

All sub-nomics and nomic players of the supreme nomic must abide
by all of the following rules.
1) All rules must be followed. A rule break is any of the
following.
a) A player not following a specific rule and making an
illegal move.
b) A nomic not following a specific rule and making an
illegal move.
c) A passing of a rule that does not follow all Supreme
Nomic rules.
d) An amendment of a rule that does not follow all
supreme Nomic rules.
e) A passing or amending of a rule that makes winning
impossible or a passing of a rule that makes winning possible
for only a limited number of players. In other words, the
winning conditions must be fair for everyone.
f) A player not showing up for a scheduled hearing.
g) Incorrect voting procedures.
2) All procedures must be followed exactly as they are
written in all nomic rules.

I think this looks good right now. There are no glaring
loopholes. I feel safe passing it and if anything comes up we
can amend it as necesary.
