Proposal: Amend Rule S3 [NOT PASSED 2-1]

To add:
S3.3.a
"Once a Chairman has been voted into power, he or she elects the
next Chairman. This new Chairman must then be voted on by the
players. If he or she is voted in, they start their term after
the Chairman in power's term ends. If they are not voted in,
they may still run on the ballot. Also, if this Chairman is not
voted in, the Chairman position is put on a regular ballot with
Vice-Chairman and Secretary."

I vote against. I think the system we have is fine, we just need
to clarify and specify election procedure.
