Proposal. New Rule: Winning Condition [Passed 2-0]

Proposal to make a new rule, reading:
MX. Winning Condition
1. A player wins Martin's Nomic by doing any of the
following:
a. Controlling over half of all points in Martin's
Nomic
b. Controlling the Bank
c. Passing, by unanimous vote, a rule declaring them
as the winner
d. Winning a contest run by the Dictator with the
winning prize as winning Martin's Nomic
2. If the game has been won, it shall be recorded in the
Status Report forever. The winner officially becomes the
Dictator. The new Dictator takes the ruleset, may remove any
rules they choose, and declare the game begun again.

I am holding my vote back for at least 24 hours, in case we find

Having reached a quorum, and over 24 hours have passed since the
last vote, this passes 2-0. Reflected in ruleset 1.0.5.
