Proposal: New Rule. Explained Powers and Amendments

***If this needs to be broken up into smaller proposals, I am
willing to do so.***
CHAIRMAN:
In order to keep the Supreme Nomic in a clean,
organized and stately manner, the Chairman may undertake any of
the following:
i. Maintaining the Supreme Nomic ruleset when
changes occur.
ii. Ensuring that the Supreme Nomic ruleset is
followed by all players.
iii. Delegating tasks regarding maintaining
Supreme Nomic to the Vice-Chairman or Secretary.
iv. Communicating with other nomics or sub-nomics
when neccesary.
v. May issue rules, regulations, and instructions
called executive orders, which have the binding force of law
upon federal agencies but do not require approval by other
players.
a. This is however limited to: suspending the
passage of a proposal, denying the passage of rules based on
constitutionality (veto power), or sending a proposal through
the voting process for a second or third time.
vi. May pardon all Hearings except for him or
herself.
vii. May give State of the Nomic addresses and
Inaugural Speeches.
VICE-CHAIRMAN (or HIGH JUDGE):
In order to insure a fair and equal playing of
the game of Supreme Nomic, the Vice Chairman may undertake any
of the following:
i. Resolving disputes regarding the
interpretation of the Supreme Nomic ruleset through hearings.
ii. Resolving disputes between the Supreme Nomic
ruleset and sub-nomic rulesets through hearings.
iii. Determining outcome of hearings and
determining penalties for guilty verdicts.
iv. Being the sole interpreter of the Supreme
Nomic rules at any time.
v. The Vice Chairman is the final deciding factor
in a passing proposal in which he or she deems it to be
coinciding with the Supreme Nomic rules.
SECRETARY:
In order to insure the proper management and
safeguarding of public records, the Secretary shall undertake
the following:
i. Ensuring all processes of Supreme Nomic go as
according to the ruleset.
ii. Any responsibilities delegated to them by the
Chairman or Vice Chairman regarding the governance of Supreme
Nomic.
iii. Establish guidelines for inventorying,
cataloging, retaining, and transferring all public records of
state agencies;
iv. Review and analyze all state agency filing
systems and procedures and approve filing system equipment
requests;
v. Establish and operate the state records
center, as authorized by appropriation, for the purpose of
storing and servicing public records not retained in office
space;
vi. Gather and disseminate information on all
phases of records management, including current practices,
methods, procedures, and devices for the efficient and
economical management of records;
vii. Upon request, the Secretary shall assist and
advise in the establishment of records management procedures in
all legislative and judicial branches of government and shall,
as required by them, provide services similar to those available
to the executive branch.

The Secretary Powers are actually the Montana Secretary of State
rules (just modified for this) but we could change them to
reflect more closely with the Secretary of AMERICAAAAAAAAAA if
we feel necessary.
