       Change voting amount from 3/4 to 2/3.
       This would allow there to be two players and also so that one
       person can not make passing impossible.

       Hmmm. I just. We're in a crappy place.
       3/4 also makes sure everybody votes, so two people can't team up
       and pass rules without the third person.
       I dunno whats worse.

       How about this: Change voting amount from 3/4 to 2/3 but all
       active players must still vote no matter what.
