       Executive Action 1001: Denial of Passing of Proposal

       The following was proposed:

       S3.3.a
       "Once a Chairman has been voted into power, he or she elects the
       next Chairman. This new Chairman must then be voted on by the
       players. If he or she is voted in, they start their term after
       the Chairman in power's term ends. If they are not voted in,
       they may still run on the ballot. Also, if this Chairman is not
       voted in, the Chairman position is put on a regular ballot with
       Vice-Chairman and Secretary."[/quote]
       It received one vote for and one vote against before the vote
       was "closed" as a tie.
       Then, two weeks after closure, the tiebreaking vote was cast.
       For clarification's sake, as Chairman, I declare the final vote
       invalid and the proposal closed.  This action may be challenged
       by a judicial hearing.
