Proposal: New Rule. Active and Inactive Lists.

Along with being on an active or inactive list in all subNomics,
all players will be on a Supreme Nomic Active or Inactive list.
a) If a player is active, they may vote and be part of
discussion and will be part of the 3/4 vote needed to pass
legislature.
b) If a player has not posted more than 5 times on the
website for a total of 24 hours, they are officially on the
Inactive list. They may not vote or be part of discussion and
their vote does not count toward a 3/4 vote.
c) For example, if there are four players, it would require
3 people to pass legislation. If there are only three players,
it would take all three. If there are two players, it would take
both. And so on.
d) To return to the active list, a player must post that
they are active in a any topic along with their part of the
discussion.

How would a player become active again? Note part B that says
they cannot participate is discussions and voting.

They CAN post, correct? I didn't look at the rule. If they post,
that would bring them back onto the active list. Nonetheless, we
can clear this up if need be.
