       It was a miracle that first the Federal Republic and then the
       unified Germany once again became a valued partner of the
       international community. Our history has forced us to proceed
       with moderation. Our integration into Europe became part of the
       new way we perceive ourselves. After the end of World War II, a
       bipolar world order emerged, we experienced the formation of
       blocs and competition between systems.
       West or East, capitalism or communism. We have lived in this

       order for decades. In 1989 it came to an
       abrupt end, the West had won. For many it was only a matter of
       time before the entire world was made up of liberal democracies.
       Samuel Huntington wrote about the waves of democratization.
       Francis Fukuyama even declared the end of history. Today we know
       that history never came to an end. I have the firm conviction
       that our model of democratic and free society is the best. But
       just because we see it this way does not mean that everyone
       shares this vision. The West has felt too safe for too long.

       A war between states in Europe seemed unimaginable. For many
       decades, our peace order was based on the belief in the
       immovability of borders, in national sovereignty: everything
       that treaties and international law said. We had become
       accustomed to that world. If there were shakes here or there, we
       were convinced that everything would eventually return to its
       place. Because we believed that our political model and
       rules-based order would end up prevailing. We didn't realize
       that certain things had been evolving differently for a long
       time. We should have considered the signals coming from Russia
       differently: the illegal annexation of Crimea should have been
       the last straw. Russia became increasingly authoritarian and is
       now a dictatorship.
