       Ladies and Gentlemen of New Republica,
       I have completed my first piece of legislation. I will post it
       below, and on the RMB for review by member nations of New
       Republica. Please read and comment on the bill at hand. I am
       willing to respond to all questions regarding the bill, but I
       ask that you post them to the Forum or Telegram me, so I can
       more quickly respond.

       2013” or the “Codification Act of April 2013”.

       [center]Title 1: Creation and Organization of the New Republica
       Code[/center]
       Section 101 - Purpose
       (a)
       easily referenced by member nations, a regional “Code” is
       needed.
       (b)

       collection of all applicable laws in New Republica.

       Section 103 - General Organization

       Chapters,  which contain Sections and Sub-Sections.

       (c)

       Commerce, or Wartime Rights of Armed Forces Members [to continue

       will be numbered sequentially form creation and their number
       will start the numbering of the sections include.

       first of a chapter ending in 01 and the last 99. First digits of
       the section will be the Chapter number; last two digits of the
       section will be the section number. Sections should contain the
       actual text of the law and regulations.
       (e)
       Each Sub-Section should focus on a particular detail or point of
       elaboration in the Section. Use of this is at the discretion of
       the author of the Section.
       (f)

       Section 104 – Title, Chapter, and Section Order
       (a)
       N.R.C is in order of the creation of the Title, Chapter or
       Section. The first Section of the first Chapter of the first
       Title will be 1 N.R.C. § 101, and the tenth Section of the fifth
       Chapter of the tenth Title will be 10 N.R.C § 510.
       (b)
       be in parenthesis following the Section, i.e. 4 N.R.C. §103(d)
       Section 105 - Existing Laws
       All existing Laws in New Republica will still be in effect if
       not written in the N.R.C., but all efforts should by undertaken
       by the Legislature to Codify the laws previously in existence.
       [center]Title 2: Alteration of the New Republica Code[/center]
       Section 201 – Addition of Titles, Chapters, and Sections
       (a)
       of addition, and named in the most general sense. In example;
       the title “Rules for Presidential Elections” should be
       simplified to “Elections” if such a title does not already
       exist.
       (b)
       necessary naming conventions. Continuing from §201(a) of this
       Act, proper Chapter names would be “Presidential Elections”,
       “Legislative Elections” and “Judicial Elections”.
       (c)

       Section 202 – Alteration or Removal of Titles, Chapters, and
       Sections

       naming of the title AND still defines the Chapters within the

       either (1) simplifies the naming of the title or (2) simplifies
       the organization of the codified law.
       (c)
       as the change is carried out pursuant to the legislative
       process. Additionally, the original text of the code need not be
       retained. For elaboration on reasoning, see §203 of this Act.
       (d)
       necessary AND a change in legislation will not suffice.
       (e)
       legislation passed by the Legislative Branch and approved by the
       necessary steps afterwards, as pursuant with §201(d).
       Section 203 – Legislative Format for Changes
       Future legislative changes to the code should be written in two
       sections: (1) a plan English section explaining the change in
       the legislation and, (2) a clerical section to elaborate on the
       specific changes in text including additional text and
       grammatical changes in the format of “Section XXX(X) will read
       ‘NEW TEXT’ in lieu of ‘OLD TEXT’ henceforth”.
       [center]Title 3: Access to the New Republica Code[/center]
       Section 301 - Public Record Access
       (a)
       members of the region.

       Section 302 - Updates to the Public Record
       Updates to the New Republica Code must be promptly posted to
       the Forum beneath the previous draft. This responsibility is to
       be carried out by the Secretary of Communications, of the
       Executive Branch of New Republica.

       Section 401 – First Printing
       As this is the first printing of the N.R.C., the first Title
       will restate the purpose, and conventions of the Code, as
       detailed by this Act.
       Section 402 - Text of 1 N.R.C.
       The text of 1 N.R.C. is as follows:
       Title 1 – The New Republica Code
       Chapter 1: Creation and Organization of the New Republica Code
