Olympia Accords(RP rules bill)

The Olympia Accords are a set of rules brought forth by the URA
and instituted fro all roleplaying purposes in the Region of New
Republica. The Accords are subject to alteration at any time.
The rules, guidelines, and solutions are as follows:
1. The use of military force must be realistic.
1.1. Godmodding is prohibited.
1.2. Metagaming is prohibited.
2. Unless stated otherwise, the Region's tech level is MT-PMT.
3. All References to RPs will be based on the New Republican
map.
3.1. Any nation not on the map can still RP, but the use of
locations and land can be generalized.
4. The use of WMDs of any kind is prohibited.
4.1. The rule can be broken.
4.2. If the rule is broken, then the affected nation, or any
ally of the affected nation in the conflict, may use WMDs in
reaction to the belligerent entity.
5. Military size is regulated as a maximum of 5% of the nation's
population.
5.1. This percentage can be ignored if the population is not a
self-governing state entity.
5.2. This percentage can be raised to 10% in extremely choice
situations, on account of a conscription or a draft.
6. The Delegate is the chief RP moderator.
6.1. The Delegate has final say in all rules, decisions, and RP
guidelines.
6.2. The Delegate must keep an unbiased perspective on all RP's
and on all rules, regardless of allegiance, alliance, or
participation.
6.3. If it is suspected that the Delegate is not performing
their duties as chief RP moderator, than the Founder or
President may confer with the Delegate for a more agreeable
decision on an RP.
6.4. If the Delegate is not available to moderate an RP, then
the President and/or Founder takes over as the chief RP
moderator.
6.5. If the Delegate is not available for a disagreement, then a
telegram can be sent to the Delegate about the disagreement to
be moderated at a later time.
6.5.1. If the disagreement is urgent, than the Founder or
President can make a spot decision, and a telegram be sent to
the Delegate informing them of the disagreement and the decision
made.
