       Reason: The defendant keeps moving in and out of the region. The
       defendant is a judge and should stay in this region until his
       term has expired. The defendant is not responding to the supreme
       judges messages or the presidents messages. The government does
       not know why the defendant keeps moving in and out of the
       region. Therefore he is being charged with treason and
       espionage.
