Because it is the capital state of america. Plus we captured it

I may not be american but last time I checked washington DC was
a city, it may be bigger than hawaii (The smallest american
state) but hawaii is a far off shore island which is kind of an
exeption so washington DC is or should never be a state

Washington is a state, Washington DC is a city.
