I hope that this transition is ending and that we can resume
with business as usual.
So, cabinet members, what are some ideas for a new government
project?
Also, Frijstaat, as treasurer, should advise me with the
negotiations with FrijBahn, but I don't see how that would work
out well. Suggestions?

I understand that this may seem a conflict of interest, but I
believe in the absence of an alternative, the deal with FrijBahn
is a must. The issue then, is to what extent FrijBahn should be
allowed to exercise complete control over the roads they build.
Within Frijstaat, the government seems opposed to forcing the
building of these roads under the assumption that the government
will maintain them, and instead are on record as supporting the
private enterprising of FrijBahn. The Frijstaat government has
no problems with FrijBahn building, controlling, and owning the
roads within the nation. If the confederal government agrees to
this (which I would advise), FrijBahn will take on the costs of
construction themselves, costing the confederal government
nothing.
FrijBahn executives have stated that they will be seeking to
lease rights to the roadway as a means of recouping some of the
costs and helping to pay for maintenance. The primary issue
with FrijBahn's offer is that they wish to spread this model to
the rest of the country where they build the new roadways. I,
however, doubt that this will be palatable to member states, as
they may see it as a type of Frijstaater carpetbagging.
FrijBahn, in an effort to assuage these fears has insisted,
however, that if the government pays for the projects
completely, using the company more or less as a contractor, they
are willing to hand over full rights to the roads to the state
governments after construction is completed. At that time, they
suggest, they will cease to be responsible for upkeep and/or
expansion.
I believe this is a potentially good deal. The important
question remains, however, of how much the confederal government
is willing to pay for the construction of these roads. It is
clear that such a massive construction project will not be
cheap, and FrijBahn will certainly be looking to make a profit
on the deal. I personally would suggest negotiating a flat rate
per mile of road constructed. Roads through countryside will
certainly be cheaper and roads through mountains and cities will
certainly be more expensive, by negotiating a flat rate with
FrijBahn (one higher than the simple cost of building over the
plains), I believe the government can save some money and force
FrijBahn to take responsibility for any issues potentially
arising during the construction process.
As usual, I am open to suggestions from the rest of the cabinet.

"If I am to interject, this would place an undue amount of
strain on the local governments, my State has Nationalized
infrastructure and the government has to pay for everything
constructed. In my opinion it is the Confederal Governments job
to take care of the provisions of the States, such a massive
economical and labor endeavor would bankrupt the spending
limitations of the smaller States."

The NCSA government has an incredible amount of money. I think
that we should negotiate a flatrate, as you said, with Frijbahn,
and let them construct it without having any rights. We really
just wanted a construction company. We appreciate the offer, but
giving away the rights to FrijBahn is definitelly not the way
that I personally would go.

It may be possible to work out the creation of block grants for
the states to be used towards infrastructure
maintenance/improvement. This would help ease the burden on
states, while allowing state-specific flexibility to deal with
localized problems and avoid the potential problems of
confederal oversight of everything, which should help ease the
concerns of the more libertarian states.

should fund this project, however maintenance and construction
should fall to the individual States who are aware of their
Infrastructure needs. While the highway deal was difficult
enough to negotiate, can we consider expansion of this plan?"

I agree with maintenance, but not with construction. I believe
that the construction should be done by one company. The states
should just specify their regulations.
If a specific state strongly disagrees with FrijBahn building in
their country, then they should speak up, and a solution will be
found for them, but generally one company should build it all.

The problem is that keeping up with regulations is not easy for
one company. Local governments already know their needs so
direct funding to us would make it a lot easier. It would also
be less costly because companies are for-profit. We would need
very few funds as we would just stick some signs on our
freeways.
