"Ladies and Gentlemen, I stand before you at this day, that
marks the half-way point of my term.
Sadly, I was not able to hold my promise to increase activity.
Not a single bill was passed.
In fact, congress hasn't even proposed a bill in all this time.
Not even a speaker could be found.
I apologize for my inability to increase activity, and I want to
use this opportunity to once again tell you, dear congressmen,
to please be more active.
Propose bills, even if they're nothing special, but simply get
some discussion into this place.
You, dear congressmen, are the heart of the government.
If you stop working, the NCSA government has no chance to
survive.
Now, I also want to use this speech to thank the nations of DEN
and West Phoenicia for all the hard work that they put into the
forum relocation.
Thank you very much!
So, I hope that more will be done in the second half of my term.
The finalization of the infrastructure project lays ahead and I
hope that more congress activity can lead to progress.
As I always say, the NCSA government has soooo much money.
Let's use it to make the NCSA the best place to be in this
galaxy.

Maybe with the finalization Congress should be required to
hammer out annual budgets?

Although I'd be ok with this, in the sense that it's at least
some sort of activity, I am also a bit against this.
Here's why:
Right now congress has one function: proposing and voting on
bills.
And right now it's not even getting that done.
So, should we really be giving it more functions?
Also, wouldn't that be making the Treasurer useless?
Again, if this is what congress wants, I'm totally fine with it.
But I'd rather you'd come up with new ideas, and not just take
tasks away from the cabinet. I mean, what's next? Congress
having to approve the map requests?
These are just my personal thoughts on this. No offense meant to
anyone

I was just thinking in the way of the U.S. Congress, ultimately
they approve the fiscal budget and the president just gives them
what he/she "thinks" is best.
