       Bill-IC Protection of Leaders Act

       Acknowledging: That each player has the right to create
       characters of leadership for their roleplays and to govern their
       state and to represent them in Congress
       Recognizing: The hard work that players put in to create these
       leadership characters can often be destroyed in a matter of
       moment by over zealous players.
       Realizing:  That from time to time other states may assassinate
       or murder another states leader.
       Knowing: That some roleplays need this murder or assassination
       to occur to move the story along
       Congress Mandates: as a level of protection so one players hard
       work and creativity is not ruined. Mutual agreement must be met
       by both parties if one state wishes to murder or assassinate a
       players Congress Member or State Government leader/s.
       Congress Further Mandates: Confirmation to be given by email or
       on an occ thread. Once confirmed a decision cannot be changed if
       the affected player or players suddenly find themselves in a
       losing position.
