Boost in membership

How can we go about boosting membership.
We have an operational forum. Which wont be going down any time
soon.
A host of new members would be great.
Do we consider people having the ability to add one puppet state
to boost initial numbers?
And if so there will need to be clear rules.
Example. Both can't be the same politically.

Well I have one on standby, but the expansion of what is allowed
should be drawn back, however I have concerns about allowing
puppets into the forum, or double membership, we just need to
recruit more people that have an interest in RP. As of now, we
don't.

There are alot of players on ns. I am not a fan of poaching. But
if anyone knows any ns who dont have offsite forum who want to
do more rp. Than suggest us.
Currently there are 67 members on the NeoConfederate States of
America ns page.

Right, but most of those are dead or inactive, and they don't
contribute to RP. Nothing against them in particular but they
don't contribute.
