The President of the NCSA, Albert Dawning, released a statement
inquiring whether or not the general populace, and the states
involved, would like this to become an official administration
of the Region, or if they would like to keep it limited to the
State Governments.

Adam Simpson has responded, after holding a small vote in the
state in Texas, the general populace is in agreement, that The
NCASA should become an official administration of the Region.

While we think it is wonderful that the Confederal Government
has offered to take this project under its wing, considering the
current interstate climate, we also think that leaving this as
an interstate project might encourage the states to work
together on something rather than be constantly at each other's
throats. We find the later a more desirable goal.
To the gentleman from the Carolina Alliance, the face to face
meeting isn't about establishing a launch center, or at least
that isn't what we would have on the agenda. What we would like
to discuss face to face, rather than through correspondence, are
short and long term objectives of the program. We would like to
set as an eventual goal a manned mission to Mars. To reach this
goal though suitable launch vehicles will have to be developed
as well as mission vehicles. Astronauts will have to be trained
for such a long mission. And suitable landing places will have
to be found. We presume the later will entail an unmanned
mission to the planet.

We agree! Adam Simpson will appear at the meeting accompanied by
two guards. (I know that this meeting is about trust and
cooperation, but assassination attempts seem to be everywhere!)
We hope all state leaders are able to attend the meeting. We
shall also commit a large amount of our federal budget
researching into suitable launch vehicles, rockets and other
space necessities. Meanwhile, astronauts will be trained to live
comfortably in zero gravity conditions. We propose that to make
things fair, we should allow every state interested to put a
maximum of two astronauts. We believe Mars is the next step in
the NCSA's history. We hope for a response. Thank you.

West Phoenician Minister of Religion Pontifex Angelika I, and
spiritual head of the West Phoenician state church on behalf of
the royal family wishes to express we will not be taking part in
the NCASA due to religious beliefs.

Dan Aerostan, the current head of SCCASA, is on his way to
Richmond. He will represent The Carolina Alliance, as all of the
diplomats are either busy or on vacation.

would like to offer their services. As Emperor Rassilon has
important matters of state to attend to, he is sending a
representative, Patrick Troughton, to participate in the
negotiations for this joint venture.
