       Whereas, abhorrently disgusted by the lack of professionalism
       and structure the Congress and its members have displayed this
       past session;
       Whereas, noticing the complete lack of a standard and rules for
       the House;
       Whereas, taking advantage of this House's power to establish its
       own rules and procedures;
       Whereas, deeply disturbed at the complete disregard of any
       current standing procedure as stated in the Constitution by this
       institution;
       CONGRESS HEREBY MANDATES that, in order to maintain and ensure
       the efficiency, professionalism, and order of this House,
       establish a clear set of rules and procedures as a basis for all
       legislative actions taken place within this House and to clarify
       any ambiguities and or precedents established in previous
       sessions
       Article I
       Submission of Bills
       Section I. Pursuant to the Standard For Proposing Bills Act, all
       bills must follow the established format. "Any bill without any
       of the above items is considered null and void, and must be
       resubmitted with the edits," which shall be enforced by the
       Speaker of the House. Actions of Impeachment and Appointment are
       exempt from such formatting.
       Section II. Any Bill presented before this House must at least
       have acquired a sponsor from another member of the House. Any
       Bill proposed which did not acquire the required sponsor will
       not be put forth before the House for consideration.
       Section III. Before any debate may begin on any given Bill, the
       Bill must be seconded by a member of the House who did not take
       part in the drafting of the bill or has agreed to sponsor said
       bill. A bill shall also be considered "Dead" should it fail to
       receive a second from another member. The appropriate time
       needed to accurately determine whether there shall be no second
       shall be left to the discretion of the Speaker.
       Article II.
       Debate and Voting
       Section I. The Speaker of the House shall be charged with
       moderating debate and preserving the decorum of the House. It is
       the duty of the Speaker of the House to open floor for the
       debate on a bill once the required second is obtained. Once the
       Speaker feels the House has been given adequate amount of time
       for debate, the Speaker shall pose the question, "Is the House
       ready for the Question?" Should a substantial amount of support
       be given for the extension of debate, the Speaker shall be
       obligated the extend the time for debate to suit the needs of
       the House.
       Section II. The Speaker shall open up voting on a bill after
       debate has concluded. Unless otherwise stated in the
       Constitution, a majority of votes cast shall be needed for a
       bill to pass. It shall be at the discretion of the Speaker for
       how long the voting period shall last. At the end of each voting
       period, the Speaker shall tally all the votes and announce the
       results.
       Article III.
       Decorum of the House
       Section I. Pursuant to Article II Section I of this Bill, the
       Speaker shall have the ability to issue warnings to members who
       disregard the authority of the Chair, actively pursue to incite
       violence within the House, exert unruly and immature behavior
       and who express inappropriate parliamentary language.
       Section II. The Speaker shall have the ability to eject a member
       of Congress given a majority vote from the House of
       Representatives.
       Article IV.
       Robert's Rules
       Section I. The House shall follow Robert's Rules to its current
       edition and where there may be a conflict in rules, established
       law shall come first.
       Article V.
       Amendments
       Section I. The House reserves the right to amend or change any
       part this bill given a 2/3's majority vote.

       OOC: Well I think it's good as it is, but you're really right.
       We can't get off topic so quickly. We have to cut down on the
       OOC bickering we do, in fact I think we should make the Capital
       Building a no OOC zone unless the bill is OOC.

       I mean, there is still a lot more I can put on there.
       OOC should be acceptable in cases for clarification or something
       involving OOC. As such, I think it would inhibit rather than
       help this chamber. (Easy access, that way we don't need to
       switch between tabs)
